Meeting was called to Order by Mayor Kortni Sandridge @ 5:04 PM.
Present: Mayor Kortni Sandridge. Council Members: James Brannam, Theresa Knight, Donnie Dotson, Jr., James Musgrave. City Clerk, Amberly Taylor, Office Assistant, Robin A. Valentine, Chief Operator, Douglas Cox
Guest: Sheena Hunt, Region VI, Rob Bolyard, Region VI, Ryan Haws, CEC, Rose Musgrave
Prayer: A moment of silence was observed.

Approval of Minutes: James Brannam made motion to approve Regular Meeting Minutes for December 11, 2023. Donnie Dotson, Jr. seconded the motion. Unanimous approval.
Approval of Invoices: James Musgrave made motion to approve Invoices for December 2023. Theresa Knight seconded the motion. Unanimous approval.
Police Report: Not Present. No Report at this time.
Maintenance Supv’r Report/Water & Leak Log: Not Present. No report at this time.

Delegations:
 Region VI – Sheena Hunt – Sheena Hunt made a request for the Town to choose Legal and PSC Council as required for Water and Wastewater System Improvement Projects. Jim Musgrave made motion to approve Kay, Casto & Chaney the Town’s current Attorneys. James Brannam seconded the motion. Unanimous approval.
 CEC
o CEC – Water Plant – Ryan Haws reported that things are progressing and the City Attorneys are working on the Water Purchase Agreement with Pennsboro.
o CEC – Sewer Plant – Ryan Haws reported that things were moving forward. He indicated that the Sewer Ordinance needed to be updated.
New Business:
 Opioid Bank Interest Bearing Bank Account – It was discussed that the account would be set up at West Union Bank with Mayor Kortni Sandridge, Council Member, Jim Musgrave and City Clerk, Amberly Taylor would be the signers on the account. Jim Musgrave made motion to approve. Donnie Dotson Jr. seconded the motion. Unanimous approval.
 2020 – 2023 State Audit – Ferrari & Associates was the only bidder to conduct the audits. Jim Musgrave made motion to accept. Donnie Dotson, Jr. seconded the motion. Unanimous approval.
 Sewer Use Ordinance Update – The Town’s Sewer Ordinance had not been updated since 1964 and needs to be updated for the Sewer Project. Jim Musgrave presented to the Mayor and Council that Weston’s Sewer Ordinance would be a good model for the Town’s Ordinance and if accepted to have the Town’s Attorney prepare the Ordinance for Public Hearing and Readings. James Brannam made motion to accept to use Weston’s Ordinance as a model for the Towns Sewer Ordinance and have the Town’s Attorneys to prepare the Ordinance. James Musgrave made motion to approve. Theresa Knight seconded the motion. Unanimous approval.
Old Business:
 Financing for Backhoe Purchase – Andrew Lowther – Donnie Dotson, Jr. made motion to table until funds would be available. Jim Musgrave seconded the motion. Unanimous approval.
 Back-up Pump for the Water Plant – Doug Cox presented to the Mayor and Council a Quote for parts for the High-Pressure Service Pump. Jim Musgrave made motion to approve the funds. Donnie Dotson, Jr. seconded the motion. Unanimous approval.
