County Commission Meeting
March 5, 2024
The Commission met at the Courthouse in West Union, West Virginia, in regular session, and the following business was transacted.
Present: Shawn Glaspell, President, Clinton Means and Ronnie Travis Commissioners, Randee Britton Executive Assistance, and Lorena Catee Slater, County Clerk.
Approval of Previous meeting minutes – Commission Means made motion to approve minutes it was Seconded, and motion carried.
New Business: WV State Treasurer’s Office – Board of Treasury Investments- Tabled waiting for more information.
Summit Bank – Investment Rates – Summit Banks offer to County Commission of Doddridge Count to open certificate (s) of deposit in an aggregate amount of up to $3 million at one or more of the following terms/rates: 6 months -5.00%APY (4.91%) – 12 months – 5.00% APY (4.91%) – Motion made by Commissioner Travis to accept the 12 months for 5.00% – Motion was seconded and carried.
Edward Jones – Investment Opportunities – Tabled
Issue Ruling for Board of Review and Equalization Appeals – There were none.
Sharon Kesselring -Red Cross Proclamation – Motion by Commissioner Means to accept the Proclamation, was seconded and motion carried.
Larry Swan – Consideration oof County Lobbyist – No Show
Eric Ashcraft, Central Communication 911 – Simulcast system and Millers Communication Issue – Update talking of Siren System and the communication issues is getting a little better. Still working on problems. Also, looking in AFG grants for Fire Depts. – Prosecuting Attorney will find out if we could do a county wide grant for communications.
Consideration of Vending Machine Contract – Commissioner Travis approved this contract; it was seconded, and motion carried.
George Eidel – Hold Harmless Agreements for Middle Island Cleanup – was approved.
George Eidel – Authorize Purchase Base Station Radios for OEM office – was approved.
Consideration of Purchasing CAD System for Sheriff and DCAA – Commission Travis made motion to accept and use the opioid money – motion seconded and carried.
Region VI – Adopt Fair Housing resolution and Plan – Commissioner Means made motion to adopt this plan -motion seconded and carried.
Presentation by Panhandle Cleaning and Restoration – President Glaspell Tabled this – No one showed up for presentation.
John Jacenkiw, Day Report Center – Community Corrections Budget – Commissioner Travis made motion to approver – motion seconded and carried.
John Jacenkiw, Day Report Center – Community Corrections Grant Application – Commissioner Travis made motion to approve – Motion seconded and carried.
Personnel Issue – Greg Cottrill Park/Paycom – Clarification of Time Record -President Glaspell made motion to go into Executive session at 5:18 p.m. – Motion seconded and carried.
Motion to go out of Session @5:58 pm and return to regular session – Motion seconded and carried.
Considerations of Funding Request for Treatment Plant of Waldo Run – President Glaspell tabled this issue until Prosecuting Attorney looks into opinions.

Community Corrections Day Report – Updates
Budget Revision – Motion to approve by Commissioner Means, motion seconded and carried.
Exoneration – Motion to approve by Commissioner Means, motion seconded and carried.
Probate Orders – Motion to approve by Commissioner Means, motion seconded and carried.

Approval of Previous meeting minutes – Commission Means made motion to approve minutes – Seconded motion and motion carried.
New Business: Town of west Union – Requested Additional Funding for the Water Treatment Plant and Waste Treatment Plant Projects – The Town needs a Commitment Letter – Motion made for 2.5 million of Donation for the Wastewater Project by Commissioner Means – Motion was seconded and carried.
Jennifer Wilt – City Net Broadband Update – Will present at future meetings.Consideration of Maintenance agreement of inspection agreement with Schindler – President Glaspell made motion to Table – motion seconded and carried.
George Eidel – Authorize Estimate for Creek Clearing and Tree Removal on Big Flint Road – Motion to approve the $6,400.00 by Commissioner Travis – Motion was seconded and carried.
