Commission Holds Meeting

On Tuesday, November 20, 2023, Ronnie Travis, President Pro tem,  called the Commission Meeting to order at 4:02PM, in the County Commission Room, after holding a moment of silence and reciting the Pledge of Allegiance. 

The absence of Shawn Glaspell, President,  was due to Deer Season.

The Commissioners approved the past meeting minutes as presented. 

There were no citizens who had registered to speak during Public Comments. 

Travis and Means took up their first agenda item: Consideration for Purchase of Budgetary Software for the County Clerk’s Bookkeeping Office and after a brief discussion to approve  this purchase when working on the 2024 budget. County Clerk Slater made a point that the monies that are being requested not come from the Clerk’s Budget but the Commission’s Budget at the cost of @ $47,000  for initial set up and training with the added cost of  $2,500 per month. After discussion, Jim Musgrave, citizen, asked if this program was made in the USA, to which Slater indicated she wasn’t sure but would check.

 The Snow Bid Award was given to Billy Trent (Slicks) which came in about the same as last year’s-cost. 

The Commissioners then opened a request for  the sum of @ $9,744.84 to place a new roof on the VFW building, which was approved by the Commissioners. 

The Authorize the Creation of a Special Revenue Fund 42 and Authorization of the Sheriff to open an interest bearing account for this fund was approved by the Commissioners. This is in reference of the $300,000 EMS Enhancement Fund. 

George Eidel presented an invoice  in the amount of $11,000 to be approved for lighting for the new OEMS/Floodplain  truck as well as the cost for the re-installation of the radios. His request was approved. 

There was one Floodplain Permit application presented to the Commission for the Long Branch Federal Credit Union. 

Eidel continued on with his report noting that on any new construction  a change in elevation  certificate from FEMA will be required both before and after the construction takes place. 

He then reported on the Pleasant Hill Baptist Church Fire, Verizon had requested tower space and the addition of Big Issac Church as a shelter in times of disaster. 

The Doddridge County Ambulance Authority reported the Balance of @ $231,663, The Fund balance is  $309,986 and had the income of $43,594 for the month of November. 

Due to David King, CoW,  being ill, Commissioner Travis reported on the Annex: Gas line was in, top floor ceiling has been installed, clean up is taking place, wood working is completed on the main floor. 

John Jacenkiw reported the Community Corrections is coming along by working with different agencies, they are going to be using instant oral drug tests, and are looking for more funding for the program. 

There were no Budget Revisions or Exonerations but there was four Probates approved by the Commissioners and signed by Commissioner Travis. 

Dale Dudgeon spoke briefly concerning the up coming Oil and Gas Rights Seminar.
