Development Authority Minutes Thursday, April 28, 2022 at 6:00 PM

Meeting Called to Order and Pledge of Allegiance: Lowell Bee

Attendees: Lowell Bee, Jeff Gola, Jeff Harvey, Dave King, Ronnie Travis, David Kimball, Lowell McAfee, Greg Cottrill

Introduction of Guests: None

Minutes: Minutes from the February 2022 meeting were presented. Ronnie Travis made a motion to accept the minutes as presented. Jeff Gola seconded. Motion carried.

Treasurer’s Report: Report was presented by Greg Cottrill. Ronnie Travis made a motion to accept as presented. Lowell McAfee seconded. Motion carried.

General Account – $66,639.77

Broadband Account – $1,066,290.38

Director’s Report

PSD

● Submitted a $4,915,500 funding request for Senator Capito’s

Congressional Direct Spending earmarks. This would complete Oxford Phase II and Phase III and pick up approximately 107 customers.

● Blandville Extension: Boosterstation will not be delivered until July 8th. Reported completion date of July 31, 2022 to the US Economic Development Administration.

● Oxford I: Will purchase water fromWestUnion.USDAconcerned about funding deadlines. The cost estimate was submitted in 2017. Even with shaving off the line coming from Ritchie into Doddridge, the  price will pretty much remain the same because of increased material and labor costs. Engineers are re-evaluating potential customers and existing signups

ups. Once current numbers are available, accountants will produce a new draft rule 42.

● Rt.23/Tarkiln-AppliedforDOHpermitstoutilizeRt.50ROW. Sign-ups, easements and land acquisitions have already started.

Broadband

● Construction has started in the Big Flint and Crystal Lake areas.Citynet is currently waiting on approval from First Energy to use their electric poles.

EDA — ● Three year audit awarded to Ferrari & Associates for $8,700 plus State Auditor fee of $696. We have $9,000 budgeted for these audits.. ● Met with Jessica Cross (Senator Capito’s office)and natural gas industry leaders concerning investment in medical facility. ● Met with Long Reach FederalCredit Union board members about potential building sites. They have decided they want to locate somewhere in West Union. Greg Cottrill and I showed them four possible locations. They prioritized those locations.● Attended meeting with WVUExtension,Town of WestUnionand WV Brownfields Assistance Center to select a redevelopment project. A lot of preliminary networking and evaluation to be done first. ● Workingwith WV Infrastructure & Jobs Development Council on wastewater project for McConnell property. ● TheHarrisonCounty EDCis willing to list our commercials iteson their website.
