Doddridge County Public Service District

The DCPSD met at 1:05 P.M., on December 16, 2021 Doddridge County Library 

Members present: Jennifer Wilt, David Kimball, Herk Conner

Others: Eric Coberly, Rusty Nicholson, Cathy Trent, Seth Duvall, and Kortni Sandridge Pledge of Allegiance led by David Kimball

Herk Conner made a motion to approve the minutes of the November 2021 meeting as presented. Jennifer Wilt seconded. Motion carried.

Treasurer’s Report Herk Conner made a motion to accept the treasurer’s report as presented. David Kimball seconded. Motion carried.

Accounts Payable

Jennifer Wilt made a motion to pay all accounts payable, Herk seconded. Motion carried.

Public comment: Kortni Sandridge had some questions about the Town of West Union’s options with the Oxford Phase I project. She asked if DCPSD would be installing a backflow preventer and installing a meter at the beginning of the line. Eric Coberly said yes the DCPSD would be providing both.

Operator’s Update: Rusty Nicholson stated he has been doing paperwork for the end of year reports.

Blandville to West Union Project – Updates and Approvals:Eric Coberly stated Stonegate continues to do bores and construction on the Blandville line, which is moving along as planned. Jennifer Wilt mad motion to pay Requisition #16. Herk Conner seconded. Motion carried. A copy of all requisitions are kept on file at the DCPSD office.

Oxford Phase I Project – Updates and Approvals: The meeting with the Oxford Community with any questions about the water line will be 

January 15, 2022. Rusty will deliver a letter to all potential customers in the Oxford Phase I area that are eligible for water.

Rt 23/Tarkiln Project – Updates and Approvals: Eric Coberly is working on how many easements we’ll need to obtain. Possible booster station and tank site have been preliminarily decided.

Oxford Phase II Project – Updates and Approvals– No Discussion

New Business: On the recommendation of our accountant Jennifer Wilt made a motion to close the operating account at the beginning of FY 2023 and pay all accounts payable out of the general checking account. David Kimball seconded. Motion carried.

Discussed the Core & Main bill for parts and hookup fees associated with the Cork residence.

Next Meeting date: Next meeting will be at the Library at 1:00 January 20, 2022.
