Town of West Union Regular Meeting – February 9, 2021

   Meeting was called to order by Mayor James D. Friend @ 6:01 PM.  

   Present:  Mayor James D. Friend, Council Members:  Mark Younkin,   Myla Thorpe, and E. John Barker.  Recorder:  Melody Gray.  Amberly Taylor, City Clerk, Douglas Cox, Water & Sewer, Chris Garner, City Police Department, and Robin A. Valentine, Office Assistant

   Guests:  Jim and Rose Musgrave, Jerry A. Chio, Theresa Knight, and Kortni Sandridge,  

   Prayer:  A moment of silence was observed.

   Pledge:  Led by Mayor Friend.  

   Approval of Minutes:  Mark Younkin made a motion to approve the January minutes.  Myla Thorpe seconded the motion. Unanimous approval.   

   Approval of Invoices:  Mark Younkin and Myla Thorpe had questions on some of the invoices.  Mark Younkin made a motion to approve the invoices.  Myla Thorpe seconded the motion.  Unanimous approval.   

   Police Report:  There were 62 incidents reported.  There was some discussion on some activity going on around the corner from where Councilman Younkin’s home is.  Chief of Police Chris Garner said if he can come up with funding he is wanting to put his K9 back in service for the Town.  He is seeing what is out there to help with this.        

Public Comment: None

   Delegations:  — CEC:  Doug Cox gave an update for CEC.  They are working on making the drawing on the Water/Sewer Plants.  They are still in the planning stages.  We can’t work on funding until they have the total costs.  

   New Business: Ordinance:  Early Voting by mail – 1st reading:  Amberly said we don’t have to do this if we don’t want.  A lot of extra work that needs done in doing this.  Myla Thorpe made a motion to not have early voting by mail.  John Barker seconded the motion.  Unanimous approval 

   Jerry Chio:  Mr. Chio talked to the City of Clarksburg to get the proper paperwork for dilapidated properties. They suggested joining the International Property Code Council.  You can get the code books and forms from there.  The Mayor said the Health Dept. is going to work with Mr. Chio and the Town.  We will not have to have a Public meeting for this.  

   Robert Davis – Land Damage (tree):  Not present

Old Business: — 1% sales tax/B&O/Home Rule – set public hearing:  Sees only extra work in office work.  Need to do boundary lines and what businesses are in the Town.  After some discussion, Myla Thorpe made a motion to just do the 1% sales tax.  Mayor Friend asked for a second on the motion.  There was no second.  Motion failed.

   Doug Cox – Air lines:  Precision is the lowest bid he received.  It is parts and labor.  They can do the work in a couple days.  Myla asked if both clarifier lines were online and in operation.  Doug said no just one.  Mark Younkin made a motion to approve if we can make a manageable agreement for payment.  John Barker seconded the motion.  2 of Council were in favor.  Myla Thorpe abstained. Motion carried. 

   Myla Thorpe made a motion to adjourn the meeting.  John Barker seconded the motion.  Unanimous approval.
