Town of West Union Regular Meeting-June 8, 2020

Meeting was called to order by Mayor James D. Friend @ 6:07 PM.

   Present: Mayor James Friend, Council Members: Glenn Stout, E. John Baker, Mark Younkin, Myla Thorpe, and Colby Jett. Recorder: Melody Gray, Amberly Taylor, City Clerk, Robin Valentine, City part-time assistant, Douglas Cox, Water & Sewer, Bobby, City Employee, Brandon Smith and Chris Garner, City Police Department

   Guest: Sheena Hunt, Ronnie Sandstrom, Eddie Sponaugle, and Mike Davis

   Prayer : A moment of silence was observed.

   Approval of Minutes: March 9th Regular Meeting: Mark Younkin made motion to approve the minutes. Glenn Stout seconded the motion. Unanimous approval. March 23rd Special Meeting: Mark Younkin approved the minutes. Glenn Stout seconded the motion. Unanimous approval. April 21st Budget Meeting: Mark Younkin made a motion to approve the Budget meeting minutes. Glenn Stout seconded the motion. Unanimous Approve.

   Approval of Invoices for April, May, and June: Myla had a question on the WV State Treasury Citation Fee. It is a fee for us to write tickets. Also, on the Sunset Outdoor one. This is where we get our salt from. March Invoices, 3/10-4/13: Colby Jett made a motion to approve the invoices. Glenn Stout seconded the motion. Unanimous approval. April Invoices, 4/14-5/11: Mark Younkin made a motion to approve the May invoices. Glenn Stout seconded the motion. Unanimous Approval. June Invoices 5/12-6/8: Mark Younkin made a motion to approve the June Invoices. Glenn Stout seconded the motion. Unanimous approval.

   Police Report: Brandon Smith reported that there were 95 citations in the past 3 months. Also, he is trying t get in the Police Academy next month. They are not sure if they will be allowed to do this. On the Birds and Rat situation on Louise Ave. Lady was told she is not allowed to feed them. After the 19th of June, he would be talking to her again. Colby and Others said she was still feeding the animals. Chris Garner reported that there are people asking for more signage for Children playing. Some for one-way streets. Mayor told Chris to get a number needed. Amberly can get the pricing on the signs.

   Public Comment: A coupe of residents were complaining about the water standing in the Wabash area. It is contaminated. Said there are children playing around. It is the landowner’s responsibility to take care of it. The Mayor told them he is trying to get the ordinance approved to take care of the problem areas. Talked about grass needing mowed and if they have and ordinance for mowing the grass. The city has to give them a 10-day warning. Then they can mow it and bill them for it. The City Police would take care of telling the landowners they need to do this. Also, there is a lady not parking on the street where she isn’t parking in the parking spot made for her by the Town and still parking on the street where she isn’t to be parking. The Mayor said we need to get some signs out and in the ground for No parking in the Streets. There were other issues that the gentleman was concerned about. The Town will look into this and also when the new ordinance is approved it will help. The Mayor thanked the gentleman for voicing their concerns.

Delegations:

   Burgess & Niple: Mike Dave has 4 houses to be revised. As soon as he gets the complete list he can start working on these. Mark Younkin asked a few questions on some things. There are some items that need to be brought up to standard. The Mayor asked Bobby to check on the Risers.

Region VI- Sheena Hunt: Requisition #37. The total payment for Requisition #37 is $4365.67. Mark Younkin made a motion to approve requisition #37. Glenn Stout seconded the motion. Unanimous approval

New Business:

Nuisance Ordinance– Review/ 1st reading: Myla Thorpe had a question on section 5.09: How would the authority determine what needs to be done. They would need a search warrant to check the property. That could be gotten from the magistrate or the municipal judge. Mark and Myla on 5.12 and 5.13 would cover what the guys were talking about in the Public Comments. After some discussion the Mayor asked if there were anymore questions. Then asked for a motion. Mark Younkin made a motion to approve the first reading. Glenn Stout seconded the motion. 4 Council Members voted for the motion. Myla Thorpe Voted against the motion. Motion carried

   Jail Water and Sewer Capacity– Doug Cox: Doug was there to talk about needing a new bigger Booster Station. The jail alone is using 60000 gallons or more. Which is 6.2 million gallons. 10 Million in the last 3 years. CSO- Putting out 3 million or 200000 a day. Now you can build a bigger booster station to accommodate this now but in three to five years down the road the Town will eventually need a bigger one. It is better to build the bigger one now then later. The Water Plant is working 14 to 15 hours a day now plus 7.7/7.6 is over our 60%. We will need to rebuild the Water Plant. The Mayor asked Sheena Hunt if she had any ideas on founded from the State that may need to get and engineer to on board. Will need ads in the papers. Maybe should have a special meeting with the attorneys at the meeting. Mark Younkin made a motion to schedule a special meeting with the attorney’s present. Glenn Stout seconded the meeting. Unanimous approval.

   COLA Raises: Myla made a motion to approve a .50 raise to be in effective for the 1st pay check in July. Not any of the get a .50 raise each time they complete a class. It would go in effect on June 22nd. Glenn Stout seconded the motion. Unanimous approval.

Old Business:

   B & O Tax– Ordinance- Review 1st reading: There was a discussion on the way all should be done. Can we wait until next meeting to do 1st reading? Maybe have another committee meeting. Myla made a motion to wait on the 1st reading. Glenn Stout seconded the motion. Unanimous approval.

   Colby Jett made a motion to adjourn the meeting. Glenn Stout seconded the motion. Unanimous Approval.
