Doddridge County Commission Meets

On February 15, 2022, Shawn Glaspell, President of the Doddridge County Commission called the Commission meeting to order at 4PM after holding a brief silent Prayer and reciting the Pledge of Allegiance. 

All Commissioners were present. 

The minutes from a previous meeting were read prior to the meeting by the Commissioners and were approved during the meeting as presented.

There were no Pubic Comments. 

The Commissioners tabled item 6A – “Clinton Boring, Sheriff – Oaths of Office for Deputies Rock and Davis”. 

Andrew Pinkney, Director of the Doddridge County Day Report Center presented the DRC’s financial budget proposal in the amount of $196,130 with the State’s responsibility being $137,291 and the County providing $58,839. The proposal was approved as presented. 

Items, 6 c, d, and e, were all policies that pertained to elections and although they were past practices of the County, they were not in writing as  approved policy of the policies of the County. 

The Commission approved the following policies: Sale of the Registered Voter’s list at 0.01 per name; Electronic Voting Systems Security; Emergency Absentee Systems Security Policy of 2022 and the Emergency Absentee Voting Policy 2022 for Doddridge County, West Virginia, Primary and General Election. (It is  to be noted that the Commissioners indicated these policies do not include automatic mailings of the ballots.)

George Eidel, OEMS Director requested up to $4000 to fund an in-county Fire Fighters I class. The Commissioners approved his request. 

Clerk of the Works, David King, presented the “Red Oak, as the  color selection for the Doors for the new Annex. The Commissioners noted this was a golden oak color that was almost like the current Courthouse’s woodwork.  This was approved by the Commissioners. 

George Eidel as Floodplain Manager, presented four new Floodplain Permits all from Antero, to the Commission to include #22-698 Morgans Run Road, #22-609, Arnolds Creek Road, #22-610, Sugar Run Road and #22-611 Arnolds Creek/Punkin Center Road Improvement.

He then gave the 911 Emergency Run Report for the month of January, reported on a Structure Fire on Toll House Road, and discussed the completion of the SERN Towers. 

Neil Romain, DCAa Reported a checking balance of $414,514.45 and the January Income to be $19,106.00 and the run total of 121 Runs. 

David King, CoW reported: Hot water tank had been replaced and damage report had been turned over to the insurance, the telephone system memory board had to be replaced and they purchased a second on for back up, the Annex builders had a compaction problem and it had been required to dig out part of the new footer and go to bedrock in this area of the footer. 

The Commissioners spoke about the retaining wall along the Musgrave property’s driveway and the Cornerstone setting by the Masonic Lodges. 

There were  minimal in -house budget revisions and one exoneration approved by the Commissioners.
