Approval of Minutes
Jennifer Wilt made a motion to approve the minutes of the October 2021 meeting as presented. Herk Conner seconded. Motion carried.
Treasurer’s Report Herk Conner made a motion to accept the treasur- er’s report as presented. David Kimball seconded. Motion carried.

Operator’s Update
Rusty Nicholson stated he delivered the letters to all of Snowbird Customers on Monday, November 15, 2021 and contacted Kevin Short @ Sun Valley PSD. Rusty Nicholson stated he would be working on sign ups for the Oxford Project the week of November 20th-24th.
Blandville to West Union Project – Updates and Approvals
Eric Coberly stated Stonegate continues to do bores. He will be check- ing to see when production on actual line laying will start. July 31, 2022 is the projected completion date. Sheena Hunt presented Requisition # 15 in the amount of $107,889.11. Jennifer Wilt made a motion to pay Requi- sition #15. Dave Kimball seconded. Motion carried.
Oxford Phase I Project – Updates and Approvals
We need to set a date for a community meeting in Oxford to discuss this project with local residents. Once the date and location are set, Rusty will deliver notices to every house and Cathy will publish the notice in newspapers.
Rt 23/Tarkiln Project – Updates and Approvals
Eric Coberly is working on plan revisions at the west Salem exit off Route 50. DCPSD board members will attend the next County Commis- sion meeting to request funding.
Oxford Phase II Project – Updates and Approvals

New Business
Herk Conner suggested we contact WV Rural Water Association to see if they can come to a meeting and give a presentation on the basic rules, procedures and obligations of a PSD. Going forward any issues concerning the DCPSD must be brought immediately to one of the PSD board members. Any action taken by the DCPSD must be voted on by the boardand reflected in subsequent minutes.
The contractor for the Blandville project completed a road bore and set a meter at a residence on Route 18. The resident is currently receiving water. This action was not voted on by the DCPSD board and there remain questions concerning the charges and ongoing costs associated with the meter. This matter will have to be discussed with the DCPSD’s attorney.

Next meeting will be at the Library at 1:00 on December 16, 2021. Jennifer Wilt made a motion to adjourn. Herk Conner seconded. Meeting adjourned at 2:15.
