State Water Quality Certification, as required by Section 401 of the Clean Water Act, has been requested of the West Virginia Department of Environmental Protection (WVDEP) for:

SCOPE OF CERTIFICATION: Pursuant to Section 401 of the Federal Clean Water Act, the State may, either certify, certify with conditions, deny or waive certification that the proposed activity will comply with Sections 301, 302, 303, 306 and 307 of the Federal Clean Water Act and other appropriate requirements of State law. When issuing certification, the WVDEP may consider the proposed activity’s impact on water resources, fish and wildlife, recreation, critical habitats, wetlands and other natural resources under its jurisdiction. Procedural and interpretive regulations governing the scope of the Department’s certification, public comment, hearings and appeals are in Title 47, Series 5A.

DESCRIPTION OF THE ACTIVITY: Provide a description which details the activity proposed for the wetland, river or stream to be affected.

Antero Resources Corporation proposes to leave material in place for approximately 233 linear feet of stream impacts that resulted from hillslope slips after construction of the Hamilton Site, which is located along County Route 24 in Doddridge County, West Virginia. No on-site activities are proposed as impacts will be mitigated off-site through a mitigation bank. 

Any other State issued permit numbers, if applicable and available:  None available at this time.

PROJECT LOCATION: Provide a general highway map showing location of project and include mile point for rivers and streams.

INFORMATION AVAILABLE: The Water Quality Certification application is available for inspection between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday, at the following location:

COMMENTS: Comments and information relating to Section 401 Water Quality Certification for this activity are hereby solicited. Such information on the activity’s impact will be considered if postmarked prior to the expiration date of this notice. The need for a public hearing will be determined based on an evaluation of specific request for such hearing. All comments and information should be mailed to:

(2019-S-00000365-Doddridge County-VOLUSIA VENTURES LLC

       To: CELESTE RENEE DODD MILLER, or heirs at law, devisees, creditors, representatives, successors, assigns, all known heirs, guardians, conservators, fiduciaries, administrators, lienholders, co-owners, other parties having an undivided interest in the delinquent property, and other parties that may have any interest in the subject property.

   You will take notice that VOLUSIA VENTURES LLC, the purchaser of the tax lien(s) on the following real estate, Certificate of Sale:2019-S-00000365,  MINERAL INTEREST , located in GREENBRIER, which was returned delinquent in the name of MILLER CELESTE RENEE DODD, and for which the tax lien(s) thereon was sold by the sheriff of Doddridge County at the sale for the delinquent taxes made on the 23rd day of October, 2019, has requested that you be notified that a deed  for such real estate  will be made to him or her on or after January 29, 2022, as provided by law, unless before that day you redeem such real estate. The amount you will have to pay on the last day, January 28, 2022 will be as follows:

   You will take notice that VOLUSIA VENTURES LLC, the purchaser of the tax lien(s) on the following real estate, Certificate of Sale: 2019-S-00000260, MINERAL INTEREST, located in CENTRAL, which was returned delinquent in the name of MORGAN CHARLES DAVID,  and for which the tax lien(s) thereon was sold by the sheriff of Doddridge County at the sale for the delinquent taxes made on the 23rd day of October, 2019, has requested that you be notified that a deed  for such real estate  will be made to him or her on or after February 2, 2022, as provided by law, unless before that day you redeem such real estate.
