REGULAR MEETING — October 12, 2021

Meeting was called to order by Mayor Kortni Sandridge @ 6:00 PM.  

Present:  Mayor Kortni Sandridge, Council Members:  Donald Dotson, Jim Musgrave, Jim Brannam and Theresa Knight.  Recorder: Melody Gray.  Douglas Cox, Water & Sewer, Amberly Taylor, City Clerk, Robin A. Valentine, City Office Assistant, Chris Garner, Police Chief, Tammy Satterfield, City Police, Tyler McKinney, Maintenance Supervisor and a City employee. Guests:  Jason Heflin, Rose Musgrave, and Sheena Hunt

Prayer:  A moment of silence was observed.

Pledge:  Led by Mayor Sandridge.  

Approval of Minutes: Theresa Knight made a motion to approve the minutes.  Jim Brannam seconded the motion. Unanimous approval.  

Approval of Invoices: There were a few questions on the invoices. Jim Musgrave made a motion to approve the invoices. Donnie Dotson seconded the motion. Unanimous approval.  

Police Report:  The cameras are up and working.  Introduced Tammy Satterfield as the part time City officer.  

Maintenance Supervisor Report:  They have gotten one leak fixed.  Planning on starting on the leak at the 7/11 tomorrow.  Council asked how they liked the new Dump Truck.  He said they like it a lot.  

Water & Leak Log:  Council would like a water & leak log.  Would like it to be kept up to date.  

Public Comment:  Amberly wanted to mention that Antero will be working on the City Park.  If anybody would like to help them they can.     

Delegations:

Region VI – Sheena Hunt: Sheena had 2 things.  Requisition 47 had already been approved at previous meeting but checks need signed.  Requisition 48 for a total of $8,696.59 on the Wabash Project needs approved.  Jim Musgrave made a motion to approve requisition 48.  Theresa Knight seconded the motion.  Unanimous approval. 

CEC – Doe Run:  Jason Heflin – They have been on the phone with IJDC.  They all have been trying to get the Right of Ways done.  Maybe a December bidding if they can get the 80% they need for bidding. 

CEC – Plant Upgrade and line upgrades: Discussion on the Plant upgrade.  Working on a total funding package.  They are moving along.  Set up November 10th for IJDC meeting. 

Old Business:

Lilly Sanders – Alley way between Louise and Matthew Street: Donnie Dotson made a motion to table this.  Theresa Knight seconded the motion.  Unanimous approval. 

Leak Detector – Maintenance:  The Mayor asked what they thought they would need.  Would like maybe pricing and pictures of some leak detectors.    

Water Plant – purchase discussion for truck:  Still having lots of problems with the vehicle.  Needs something that isn’t a SUV.  Truck of some kind.  A used one under $20,000.   Will look around and get estimates.  

1st reading of Cross St:  We are still waiting on the attorney to write this up.  Jim Musgrave made a motion to table the 1st reading.  Jim Brennam seconded the motion.  Unanimous approval. 

1% Tax Progress:  Still in the process of being worked on.  Jim Musgrave made a motion to table.  Jim Brennam seconded the motion.  Unanimous approval. 

Con Costilow property – Discussion:  Nothing has changed. Jim Musgrave made a motion to table.  Theresa Knight seconded the motion.  Unanimous approval.  

Fall Festival October 16th:  This is scheduled on October 16th.  Lots of free things for the Children to do.  Church is having theirs in the Lions Club from 3:00pm to 7:00p, Lots of giveaways.   

New Business: 

Set Work Session only:  Will be having some work sessions through the month.  Jim Musgrave made a motion to approve having work sessions through the month.  Theresa Knight seconded the motion.  Unanimous approval. 

Employment

Chief Garner – Full time benefits:  Since this was not on the agenda at the last meeting, what they voted on has to be done again.  Can not vote on anything that is not on the agenda.  

Jim Musgrave made a motion to go into Executive Session at 6:47 PM.  Jim Brennam seconded the motion. 

Jim Brennam made a motion to come out of Executive session at 7:18 PM.  Jim Musgrave seconded the motion.  Unanimous approval.  

Jim Musgrave made a motion to adjourn the meeting.  Theresa Knight seconded the motion.  Unanimous approval.
