REGULAR MEETING
January 9, 2023
Meeting was called to order by Mayor Kortni Sandridge @ 5:01 PM.
Present: Mayor Kortni Sandridge, Council Members: Jim Musgrave, Jim Brannam, Theresa Knight and Donnie Dotson. Office Assistant Robin A. Valentine, Chief Operator Doug Cox, Chief of Police, Chris Garner
Guests: Sheena Hunt, Ryan Haws, Rose Musgrave, Joe Thorpe, Myla Thorp and Kaydince Knight.
Prayer: A moment of silence was observed.
Pledge: Led by Mayor Sandridge.
Jim Brannam made a motion to approve the regular meeting minutes for December 12, 2022. Jim Musgrave seconded the motion. Unanimous approval.
Jim Musgrave made a motion to approve the special meeting minutes for December 30, 2022. Donnie Dotson seconded the motion. Unanimous approval.
Theresa Knight made a motion to approve the Invoices. Jim Brannam seconded the motion. Unanimous approval.
Chief Garner reported that the Town was peaceful. He also discussed that the floor in the Police Department is sagging and is not structurally safe. Mayor suggested that City Clerk Amberly Taylor to get some quotes on repairs.
Maintenance Supervisor Andrew Lowther was not present however, he gave an update to the mayor. Mayor Sandridge provided the update indicating the two (2) main lines had been repaired, several service lines had been repaired and meters replaced due to the frigid temperatures, they were stocking up on supplies and doing house cleaning.
Delegations:
Region VI – Wabash – Sheena Hunt provided an update on the indicated that completion looked like it would be in June.
Sheena Hunt provided a revised Requisition# 2 for the Doe Run Project.
Requisition# 1 was added to Requisition# 2 as the State will not accept two Draw Downs.
Jim Musgrave made motion to approve. Jim Brannam seconded the motion. Unanimous approval.
Emergency Fund Grant – Sheena Hunt provided an update and the paperwork has been submitted and hoped to hear something by the end of January.
CEC – Doe Run – Ryan Haws had a Change Order – the Contractor was requesting a 62 day extension. Contractors were having troubles getting materials. Jim Musgrave made motion to approve change order. Donnie Dotson seconded the motion. Unanimous approval.
CEC – Plant Upgrade and Line upgrades/water loss – Ryan Haws gave an update on the progress of the water plant upgrade. There will be another Consolidation Committee Meeting on 01/24/2023. CEC, Mayor Sandridge and Councilman Jim Musgrave will attend the IJDC Consolidation Committee meeting in Charleston, WV on 01/24/2023 at 10:30 a.m.
Old Business: Con Costilow – Not Present – Jim Musgrave made motion to table to get update on grade. Jim Brannam seconded the motion. Unanimous approval.
Angela Aquilina-Jones – Sidewalk and concerns – Not present. Jim Musgrave made motion to table for further information. Donnie Dotson seconded the motion. Unanimous approval.
Employee Yearly raises – Jim Musgrave made motion to table for further discussion. Donnie Dotson seconded the motion. Unanimous approval.
Mayor Sandridge made motion to adjourn at 5:45 p.m. Donnie Dotson seconded the motion. Unanimous approval.
