 Development Authority Minutes from Thursday, September 22, 2022 at 6:00 PM 

The Doddridge County EDA met on September 22, 2022. 

The Meeting was called to order and the Pledge of Allegiance was led byLowell Bee. 

Those in attendance included: Lowell Bee, Dave King, Ronnie Travis, David Kimball, Lowell McAfee, Greg Cottrill, Cindy Welch, Isaac Richards, Lou Hubert, Jeff Harvey, Theresa Knight. 

There were no guests. 

Minutes from the April 2022 meeting were presented. Lowell McAfee made a motion to accept the minutes as presented. Ronnie Travis seconded. Motion carried. 

Treasurer’s Report: Report was presented by Greg Cottrill. Ronnie Travis made a motion to accept as presented. Lowell McAfee seconded. Motion carried.

General Account – $ 54,719.72 

Broadband Account – $ 1,066,290.38

Director’s Report 

PSD 

● Blandville Extension: Still waiting for boosterstation to be turned on. Once this happens, water will be pulled through the line and tested prior to customer hook-ups. 

●  OxfordI: Submitted a draftWaterPurchaseAgreement with theTown  of West Union for USDA approval. 

● Rt.23/Tarkiln-Still working on sign-ups,easements and land acquisitions. Holding a community meeting on Monday, September 26th. 

Broadband 

●  Construction has startedin the Big Flint and Crystal Lake areas.  — Citynet is still waiting on approval from First Energy to use their electric poles. Other internet providers are experiencing the same issue. Over 350 miles of fiber have already been engineered and 50 miles constructed. 

EDA 

●  The DCEDA will host the next Regional EDA meetingatMPLX. Still waiting on date approval. 

● Still no word on demolition or housing development on the old high  school property. 

●  Attended the WVEDC Fall Conference at Oglebay Resorton  September 6-8 and the West Virginia Brownfields Conference in Huntington on September 13-15. 

●  FY 2023 County Commission donation has been received and deposited into the operating account. 

●  I have been invited to attend the 2022 Energy Summit being held on  October 25-26 at Stonewall. 

●  Will be attending State Auditor’s Training Seminar for County and  Municipal Boards and Authorities. It is being held October 21st at the  Best Western Plus in Bridgeport. 

●  Attended Region VI meeting and heard apresentation from EV Car Charging company offering integrated units. Also received information on funding for dilapidated buildings in communities of 15,000 people or less. $1,000,000 has been appropriated and will be administered by WVDEP. To apply, the community must be a registered participant in the WVU Bad Buildings Program. 

● We need to do an inventory of all possible pieces of property for business development. We will revisit property we’ve discussed in the past and reach out to landowners and developers. 

New Business: Change meeting date – Greg Cottrill made a motion to change the official EDA meeting date to the fourth Thursday of every month. Ronnie travis seconded. Motion carried.
