Brooke Knight Fitzgerald, Prosecutor Resigns — Lennie Elizabeth “Betsy” Coffey Is Hired

At the January 3, 2023 Doddridge County Commission meeting, the Commissioners discussed the resignation of Brooke Knight Fitzgerald, Prosecutor and Cynthia Loomis, Attorney presented her resume` to the Commission for their consideration for this up-coming open position. 

At the January 17, 2023 Meeting, after holding prayer, the Pledge of Allegiance, calling the meeting to order (At 4PM)  and  approving the minutes, Shawn Murphy, Attorney, under Public Comment, introduced himself to the Commission and requested to be considered for the Prosecutor’s position. 

 The Commission’s first order of business was “The Appointment of New Prosecuting Attorney, where Lennie Elizabeth “Betsy” Coffey, M.S., J.D. who has been the Doddridge County Assistant Prosecuting Attorney since 2015, was hired as the Prosecuting Attorney beginning on February 15, 2023. 

Mrs. Coffey, known as Betsy,  resides in Harrison County, is a licensed Attorney At Law, and a WV State Bar Association Member.  

Her education includes: J.D from WVU College of Law; MS and BS in Criminal Justice from Fairmont State University.

She has been employed by the Doddridge County and Marion County Commission as an Assistant Prosecutor, Attorney At Law — Shaw Law Office, Interim Chair, Department of Social Sciences at Fairmont State University as well as Temporary Assistant Professor of Criminal Justice at Fairmont.

There were no steps taken to fill the position of Assistant Prosecutor, which had been held by Mrs. Coffey. 

Other business that was attended to by the Commission at the January 17,2023 meeting included: Authorizing the Brewer Fire Inspection agreement and Starlink Monitoring System; Approved Ben Rock to be the 4-H representative to the DC Park Board, and authorized the Application of the 2021 Emergency Managers Performance Grant.

There was one Floodplain Permit, located on Big Flint for a surface water line reported by George Eidel, Floodplain Manager. 

As OEMS Director, he reported an oil spill at Mark West that was reported to both the State DEP and to West Union Water Department and a Transportation Accident with death at Morgans Run. 

Neal Romain, DCAA, reported a balance of $360,642.85 and income of $17,844.80. 

David King, CoW, presented two change of work/financial orders for the New Annex. The RFCO # 17 for the security doors was approved where RFCO # 18 was tabled at this time. 

He also reported: Rooftop HVAC unit has been installed, Dry Wall delivered along with other work. 

He noted the Courthouse water breaks  have been repaired  but the sprinkler inspection and fire inspection that were to take place, did not take place. 

There were no Probates, No Exonerations, or Budget Revisions presented for the Commission’s attention. 

The meeting was adjourned at 4:19PM.
