NOTICE OF TRUSTEE’S SALE

NOTICE OF TRUSTEE’S SALE is hereby given pursuant to and by virtue of the authority vested in the Substitute Trustee, Pill & Pill, PLLC, by that certain Deed of Trust dated June 17, 2019, executed by the Borrower, Michael Lightner, to Mary L. Robinson, the Trustee, of record in the Office of the Clerk of the County Commission of Doddridge County, West Virginia, in Book 222, at Page 62.  At the time of the execution of the Deed of Trust, this property was reported to have a mailing address of 7440 Meathouse Fork Rd., Salem, WV 26426.  Pill & Pill, PLLC was appointed as Substitute Trustee by an APPOINTMENT OF SUCCESSOR TRUSTEE dated June 9, 2022, of record in the Clerk’s Office in Book 241, at Page 211.  The Borrower defaulted under the Note and Deed of Trust and the Substitute Trustee has been instructed to foreclose under the Deed of Trust.  Accordingly, the Substitute Trustee will sell the following described property to the highest bidder at the front door of the Courthouse of Doddridge County, in West Union, West Virginia, on the following date:

September 16, 2022, at 2:22 p.m.

All of the following described tract or parcel of land situate on the waters of Double Camp Run 

and Meathouse Fork of Middle Island Creek, in Greenbrier District, Doddridge County, West 

Virginia and bounded and described as follows, to-wit: 

Beginning at a stone in line of John Snider`s thence with same, N. 87 E. 14 poles to maple stump 

to lands of N. B. Cox; thence with same N. 88° 12` E. 81.44 poles to a stone to lands of John W. 

Vanscoy; thence with  same S. 23° 20` W. 42.12 poles to a stone corner to T.J. Cox; thence with 

five lines thereof, S. 88° 12` W. 57.84  poles to a stone; N. 71-1/4 W. 3.5 poles to a stone; N. 22-

1/4 W. 14.8 poles to a stone; N. 8 W. 2.12 poles to a stone in creek; thence with said creek West 

6.6 poles in and to an original line in creek; thence N. 15-1/4 W. 20.68 poles to the beginning, 

containing eighteen and sixty-five hundredths (18.65) acres, more or less. 

Being the same tract or parcel of land conveyed unto Michael Lightner from John R. Cascarelli

 and Melissa J. Cascarelli, by deed recorded in the Office of the Clerk of the County 

Commission of Doddridge County, West Virginia at Deed Book 442, Page 214.

TERMS OF SALE:

1)  The property will be conveyed in an “AS IS” physical condition by Deed containing no warranty, express or implied, subject to the Internal Revenue Service right of redemption, all property taxes, prior Deeds, liens, reservations, encumbrances, restrictions, rights-of-ways, easements, covenants, conveyances and conditions of record in the Clerk’s office or affecting the subject property.

2)  The Purchaser shall be responsible for the payment of the transfer taxes imposed by the West Virginia Code § 11-22-1.

3)  The Beneficiary and/or the Servicer of the Deed of Trust and Note reserve the right to submit a bid for the property at sale.

4)  The Trustee reserves the right to continue sale of the subject property from time to time by written or oral proclamation, which continuance shall be in the sole discretion of the Trustee.

5)  The Trustee shall be under no duty to cause any existing tenant or person occupying the property to vacate said property, and any personal property and/or belongings remaining at the property after the foreclosure sale will be deemed to constitute ABANDONED PROPERTY AND WILL BE DISPOSED OF ACCORDINGLY.

6)  The total purchase price is payable to the Trustee within thirty (30) days of the date of sale, with ten (10%) of the total purchase price payable to the Trustee at sale.

INVITATION TO BID

For the

Doddridge County Health Department 

West Union, WV

Sealed bids for the proposed Doddridge County Health Department will be received by Omni Associates-Architects, Inc., attention Jason Miller, 207 Jefferson Street, Fairmont, WV, 26554 until 1:30 pm on September 8, 2022, for furnishing labor and materials and performing all Work set forth in the Contract Documents prepared by Omni Associates – Architects which will be available as of August 17, 2022.

The project will be bid under a single Prime Contract. The project consists of the following:

The project consists of constructing an addition to the existing Doddridge County Health Department with minimal 

 renovation to the existing structure. This consists of adding an overall square footage of 2,740. The square footage 

is comprised of offices and conference room on the main level, which ties to the existing structure. At a slightly 

lower elevation is a garage area for drive-thru vaccine clinics, a vaccine prep area, as well as ADA restroom and 

decontamination area. The basement, located beneath the addition on the main level will be used for storage of 

medical supplies. Other associated work includes demolition of existing exterior stair to the mechanical room, 

creating a hallway within the existing building, and further construction as described in the Contract Documents.

A Mandatory Pre-bid Conference will be held at Doddridge County Park – Main Building 2nd Floor, 1252 Snow Bird Road, West Union, WV 26456, on August 25, 2022 at 10:00am

Bids received after the scheduled closing time for the reception of Bids will be returned unopened to the Bidders. Doddridge County Health Department reserves the right to reject any and all Bids and to waive any informalities.

NOTICE OF APPLICATION TO CHANGE PURCHASED GAS RATES

Notice is hereby given that Peoples Gas WV LLC, a public utility, has filed with the Public Service Commission of West Virginia, an application containing increased purchased gas rates for furnishing natural gas service to 12,838 customers in the Counties of Northwestern Barbour, Braxton, Clay, Doddridge, Gilmer, Harrison, Lewis, Marion, Marshall, Monongalia, Ritchie, Taylor, Tyler, Upshur, and Wetzel.

The proposed increased rates will become effective November 1, 2022 unless otherwise ordered by the Public Service Commission and will produce approximately $6,563,226 annually in increased revenue, an increase of 48.8%. The average monthly bill for the various classes of customers will be changed as follows:

The increases shown are based on averages of all customers in the indicated class. Each class may receive an increase or decrease greater or less than stated here. Individual customers may receive increases that are greater or less than average. Furthermore, the requested increased rates and charges are only a proposal and are subject to change (increases or decreases) by the Public Service Commission in its review of this filing. Any increase in rates and charges will not become effective until authorized and approved by the Public Service Commission. (If a hearing is conducted, notice will be given of the time and place of hearing.)

A complete copy of the proposed rates, as well as a representative of the Company to provide any information requested concerning it, is available to all customers, prospective customers, or their agents at any of the following offices of the Company: 1200 Bottle Works Ave, Fairmont, WV 26554.

A copy of the proposed rates is available for public inspection at the office of the Executive Secretary of the Public Service Commission at 201 Brooks Street, Charleston, West Virginia.

The 30-C procedure is designed to provide a procedure for changing rates charged to customers by natural gas distribution utilities based exclusively on the cost of purchased gas. Consequently, protest should be limited to the reasonableness of such costs and the method by which they are calculated. Anyone desiring to protest or intervene should file a written protest or notice of intervention within twenty-five (25) days following the date of this publication unless otherwise modified by Commission order. Failure to timely intervene can affect your rights to protest any rate increases and to participate in future proceedings. Requests to intervene must comply with the Commission’s rules on intervention set forth in the Commission’s Rules of Practice and Procedure. All protests and interventions should be addressed to Executive Secretary, Public Service Commission of West Virginia, PO Box 812, Charleston, WV 25323.

Notice of Sale of Church Property 

Notice is hereby given in accordance with West Virginia Code §35-1-10 that the Trustees of Avon Church will, on or after the 1st day of September 2022 convey the property hereinafter described to Doddridge County Park and Recreation Commission, for the sum of ten dollars, ($10.00), cash in hand received, by a deed to be executed by the Trustees of Avon Church on behalf of Avon Church which real estate to be conveyed, together with the buildings thereon and the improvements thereunto belonging,situate in New Milton District, Doddridge County, West Virginia, and more particularly described as follows:

                  All that certain lot of land situate in the County of Doddridge, State of West Virginia upon the 

          waters of Meathouse Fork of Middle Island Creek, beginning at a stone in the county road and 

          running S. 10 W.    50 feet to a stake, thence S. 80 E. 65 feet to a stake, thence N. 10 E. 22 feet to 

          a stake, thence S. 80 E. 114 feet to the 1ine between the Parsonage Property and property owned

          by George Meek, thence N. 10 E. 28 feet to a stake, N. 80 E. 179 feet to the  place  of beginning

          containing sixty four hundred and forty two square feet more or less (6442).

And being the same real estate granted unto Joseph Gum, Trevor Gum, Mary V. Adams, Patricia Swiger, Dewayne Swiger, Jay Gum, Donna McKinney and Eleanor Nicholson, Trustees of Avon Church, by The Board of Trustees of the West Virginia Annual Conference of the United Methodist Church, by G.
