REGULAR MEETING

May 9th, 2022

Meeting was called to order by Mayor Kortni Sandridge @ 5:03 PM.  

Present:  Mayor Kortni Sandridge, Council Members: Jim Musgrave, Jim Brannam, Theresa Knight, E. John Barker.  Recorder: Melody Gray. Robin A. Valentine, City Office Assistant, and Douglas Cox

Guests:  Jason Heflin, Rose Musgrave, Crystal Hoover Gagnon, Ryan Haws, and Cindy Welch

Prayer:  A moment of silence was observed.

Pledge:  Led by Mayor Sandridge.  

Approval of Minutes: John Barker made a motion to approve the regular meeting minutes.  Jim Musgrave seconded the motion.  Unanimous approval.  

Approval of Invoices:  Jim Musgrave made a motion to approve the invoices.  Jim Brannam seconded the motion. Unanimous approval.  

Police Report:  Mayor said that City Police was called out to assistant the Sherriff’s Dept. and the State Police on a call with possible active shooter.  City since then has purchased 2 AR 15s.    

Maintenance Supervisor Report/Water & Leak Log:  Con Costilow property is not completed yet.  They are starting on the road by the bridge.  Putting in rebar, and 2 layers of concrete and then will cover with blacktop.  They are working with the DOH.  

Delegations:

   *Region VI:  Requisition for total of $3512.02.  Change order on modifications.  

     *Theresa Knight made a motion to go into Executive Session at 5:18 PM.  Jim Musgrave seconded the motion.  Unanimous approval. 

    Jim Musgrave made a motion to come out of Executive Session at 5:50 PM.  Jim Brannam seconded the motion.  Unanimous approval.

Jim Musgrave made a motion to sign the requisition and modification.  Jim Brannam seconded the motion.  Unanimous approval.   

    *CEC – Doe Run:  They have permission to accept bids on the Doe Run Project.  They will be putting them out June 2nd.  Maybe have a bid meeting.  They are putting the bid sheet together.  Should be able to have done by June 14th.  

     *CEC – Plant Upgrade and line upgrades/water loss:  They will be going before the IJDC on the 24th.  They have talked to the Health Dept. and others.  We need to try to get money to match funds.  It may make sense to go to the County Commission meeting.  Around $1.6 million is needed.  

Jim Musgrave made a motion to allocate the 1st half of money that we have received to go toward the sewer project.  Jim Brannam seconded the motion.  Unanimous approval. 

Old Business:

    *Cell Phones for employees:  Discussion on the cell phones.  Cost will be around $758 plus insurance for 13 employees. Need to have a phone policy for employees to sign.  Theresa Knight made a motion to approve getting the cell phones.  Jim Brannam seconded the motion.  Unanimous approval. 

       *Training for Leak Detector and Jetter:  Jim Musgrave made a motion to approve.  Jim Brannam seconded the motion.  Unanimous approval. 

     *Crystal Gagnon – FRN/Farmers Market – Community service – Plant trees and flowers at Park:   She needed to know what the procedures were to do this.   There was a discussion.  Jim Musgrave made a motion to table this until we can get a better answer from Antero/MPLX.  Theresa Knight seconded the motion.  Unanimous approval. 

       *Brad Powers – Culvert:  Mr. Powers was not present.  Jim Musgrave made a motion to table.  Jim Brannam seconded the motion.  Unanimous approval.

         *Greg Vogt:  Mr. Vogt was not present.  Jim Musgrave made a motion 

to table.  John Barker seconded the motion.  Unanimous approval. 

        *Surplus Equipment:  Jim Musgrave made a motion to table.  Theresa Knight seconded the motion.  Unanimous approval. 

     *Jim Donely – relocation of water line:  After a discussion, Doug Cox said according to the regulations that the City is responsible for this.  

New Business:  

         *Parking Meters:  It was discussed if they need taken out.  Jim Musgrave made a motion to discuss this in a future work session.  Jim Brannam seconded this motion.  Unanimous approval.   

             *Street Cleaning:  There was a discussion and we need to ask maintenance to come up with a plan.  Jim Musgrave made a motion to table this.  John Barker seconded the motion.  Unanimous approval. 

*Dilapidated Housing/Enforcing Ordinances:  We need to review the ordinances.  Also, would like to meet and discuss with Pennsboro Mayor about what they do.  Jim Musgrave made a motion to table.  Jim Brannam seconded the motion. Unanimous approval. 

*Paving and street repair:  Mayor is going to the County Commission to get help with this.  There was a discussion.  Jim Musgrave made a motion to table.  John Barker seconded the motion. Unanimous approval. 

*Lead & Copper Rule Change – Doug Cox:  There are new EPA rules.  Will need to send out letters to residents.  There will be a time line on doing inspections and getting lines fixed.  Jim Musgrave made a motion to work on this.  Jim Brannam seconded the motion.  Unanimous approval.
