Meeting was called to order by Mayor Kortni Sandridge @ 6:00 PM.
Present: Mayor Kortni Sandridge, Council Members: Donald Dotson, Jim Musgrave, Jim Brennam, Theresa Knight and John Barker. Recorder: Melody Gray. Douglas Cox, Water & Sewer, Amberly Taylor, City Clerk, Robin A. Valentine, City Office Assistant, Chris Garner, Police Chief, Andrew Lowther, Chad Dotson, Tyler McKinney and Ricky Leggett.
Guests: Jason Heflin, Rose Musgrave, Con Costilow and David Kimball
Prayer: A moment of silence was observed.
Pledge: Led by Mayor Sandridge.
Approval of Minutes: Jim Musgrave made a motion to approve the minutes. John Barker seconded the motion. Unanimous approval.
Approval of Invoices: Jim Brennam made a motion to approve the invoices. Jim Musgrave seconded the motion. Unanimous approval.
Police Report: There were 35 incidents total. Cameras are up and recording. There are 5 on the Main Building.
Maintenance Supervisor Report: They have fixed a few leaks. They are getting caught up on their work.
Water & Leak Log: The log looks like it is caught up. When we wash the streets, it needs metered and logged.
Public Comment: None.
Delegations:
Region VI – Sheena Hunt: Requisition 49 needs approved. Jim Musgrave made a motion to approve requisition 49. Theresa Knight seconded the motion. Unanimous approval.
CEC – Doe Run: Jason Heflin – Waiting on the Right of Ways. Underwood properties is a no go.
CEC – Plant Upgrade and line upgrades: They are needing help on the permits. It is for general permitting. Issue with DEP will need to be taken care of from about 6 years ago. Jim Musgrave made a motion to put all in motion. Donnie Dotson seconded the motion. Unanimous approval.
Old Business:
Lilly Sanders – alleyway between Louise and Matthew St: Ms. Sanders wasn’t present. Been on the agenda for a few months. Jim Musgrave made a motion to dismiss this issue. Theresa Knight seconded the motion. Unanimous approval.
Leak Detector – Maintenance: Their $4500 quote in an email needs a little more detail before considering.
EMS Drainage issue – Pricing & Plan: The Town needs to move for- ward in taking care of this issue.
1st Reading of Cross St: Jim Musgrave made a motion to accept the 1st reading. Jim Brennam seconded the motion. Unanimous approval.
1% Tax Progress: It has been submitted to the State. We hope to have it started by the 1st of January.
Con Costilow property issue – Discussion: Water is running into his garage. Said this issue needs to be fixed. Jim Musgrave visited the prop- erty and it looks like a persisting condition. Mr. Costilow says there is too much water draining. Needs to have a ditch or drain to get it stopped. Jim Musgrave is going to meet him on Tuesday at 9:00 am to look and see what can be done.
New Business:
Greg Vogt – Water Issue: There was a discussion. Mr. Vogt was not at the meeting.
Mass Notification System for Boil Water – State Code Requirement:
There is a $250 fee for this. This needs in place by December 31st. Don- nie Dotson made a motion to approve this. Jim Brennam seconded the motion. Unanimous approval.
Traffic Code Ordinance: The Town needs to have our own set of Traf- fic codes. There was a discussion on this.
Winter Plans for Town – Salt, Plow, etc.: We have stocked up on salt and cinders. And prepared for winter weather.
Christmas Preparation for Town Parade – December 11, 2021: The parade will be at 6:00 pm Saturday December 11th. The Mayor will light the Christmas tree after the Parade.
Employee:
Andrew Lowther – Promotion: The Town would like to promote Andrew to Assistant Maintenance Supervisor. He has done a good job and covers for Supervisor when he is not there. Jim Musgrave made a motion to approve the promotion. Donnie Dotson seconded the motion. Unanimous approval. Jim Musgrave approved a $1.00 hour raise with this promotion. Theresa Knight seconded the motion. Unanimous approval.
CJ Dotson – Convert to Full-Time: This will give him a .50 raise plus benefits. Theresa Knight made a motion to approve CJ to full time. Don- nie Dotson seconded the motion. Unanimous approval.
Dave Carroll – Certification: There was a discussion on what needs to be done to get him to do this. He has to get certified.
Chief Garner – Employment Discussion: The Mayor has made a list of expectations she expects between the Mayor and the Police Department. Expects all to be followed. She will not grant vacation time or any full time benefits as of now. You have to be employed full time to receive those.
John Barker made a motion to adjourn the meeting. Jim Musgrave seconded the motion. Unanimous approval.
