Pledge of Allegiance led by David Kimball.

Approval of Minutes: Dave Kimball made a motion to approve the minutes of the September 2021 meeting as presented. Jennifer Wilt seconded. Motion carried.

Treasurer’s Report David Kimball made a motion to accept the treasurer’s report as presented. Jennifer Wilt seconded. Motion carried.

Public comment: Kevin Short discussed helping Rusty Nicholson get his Chief Operator license and the violations and Public Notices that have to be addressed. Rusty Nicholson has been taking samples from Snowbird water line three times a week. Kevin Short spoke with Ryan Haws with CEC. Haws said that these issues will be fixed if West Union upgrades its facility. This could take several years, so this issue will eventually have to be fixed.

Operator’s UpdateRusty Nicholson stated Stonegate has used 63,000 gallons of water as of October 21 and we will need to invoice for this water. Rusty Nicholson also stated he will hand deliver the violation letters 

and that they will also have to be published.

Blandville to West Union Project – Updates and Approvals

Eric Coberly stated Stonegate has started construction and is concentrating on bores and tank site. Eric Coberly addressed the price increase on PVC pipe. Jennifer Wilt made a motion to approve a change order in the amount of $61,596.00 on Contract 1. Dave Kimball seconded. Motion carried. Jennifer Wilt made a motion to approve a change order in the amount of $7,322.00 on Contract 2. Dave Kimbal seconded. Motion carried. 

Since there is no retail gas in this area we will have to purchase a 500 gallon propane tank for the booster station.

Oxford Phase Project – Updates and Approvals — Rusty Nicholson has received 5 signed contracts as of October 21, 2021.

Rt 23/Tarkiln Project – Updates and Approvals — Eric Coberly produced a preliminary layout with an estimate of 107 potential customers if we extend from Salem’s line near the armory. Funding from the Doddridge County Commission was discussed.

Oxford Phase II Project – Updates and Approvals No Discussion

New Business: Herk Conner took his Oath of Office. The Doddridge County Commission approved $42,000 for salaries the at the last Commission meeting.  

Next meeting will be at the Library at 1:00 on November 18, 2021.

David Kimball made a motion to adjourn. Jennifer Wilt seconded. Meeting adjourned at 3:15.
