Doddridge County Commission Meeting — October 19, 2021

 The Doddridge County Commission President, Shawn Glaspell called the Regular Commission meeting to order on October 19, 2021 in the Commission’s meeting room at 4:00PM. 
   After holding a moment of silence and reciting the Pledge of Allegiance.  
The Commissioners approved the Previous Meeting Minutes
   Public Comments — Under Public Comments, Tammy Beamer noted she has asked if the Commission could save the DCHS sign from the old school  and give it back to the Schools.
   Harlen Harris, of High Flyer Dynamic had taken aerial photographs of the sign which is believed to be cut limestone is around 22FT long with 4 Blocks and 10 cap blocks.
    Patricia Harris, President of the Historical Society provided information concerning the cleaning of the sign with a handout that named a cleaning agent that is used in the National Cemeteries. 
   The Commissioners gave the picture to David King, CoW, and asked him to have the company that is to remove the building to try to save the signs. 
    Jim Musgrave announced there will be a Veterans Day Parade on Veterans Day, in West Union. Line up to begin at 3PM at the Senior Citizens, the Parade to begin at 4PM. (Contact Jim Musgrave 703-996-7840 with registration or questions. 
    Commissioner Travis spoke briefly concerning the wreck from Friday night, noting he was stuck in traffic on Rt 50. He praised all of those who responded to the scene for the work they did.

   Michelle Britton, Circuit Clerk spoke with the Commissioners concerning the parking at the Courthouse on Monday the 25 (Grand Jury), Tuesday the 26th (Motion Day) and the 27th (Tax Sale day). The Commissioners discussed the parking options that were available in town and  by consensus decided request the town allow for free parking on the 26th.  
    Without discussion, President  Glaspell  made the motion to decline Antero’s Board of Assessment Appeals Protests. 
    President Glaspell announced that Michels would be providing Flu shots for Employees on October 21st from 10:00 A.M.- 11:30 AM  at Courthouse.
    The Commission approved the Consideration of Appointment of Jennifer Wilt and Greg Cottrill to the Mountaineer Trail Network Recreation Authority.
    The Commission approve  the Generator Maintenance Agreement with Crites Electric to provide yearly maintenance for the 12 generators owned by the Commission for the price of $1640.00
    There were no changes to the Policies and Procedures for COVID-19 Public Safety Measures Jennifer Wilt, DC PSD presented a Funding Request for PSD in the Amount of $42,000 to cover the salaries of Cathy Trent and Rusty Nicholson. Her request was approved. 
     She was asked how the RT. 19 project was coming. She replies it was at a stand still until the booster station arrived. 
    As Floodplain Manager, George Eidel reported there were no Flood Plane Permit Notices. 
     He went on to report as OEMS Director that he was still attending the State Meeting, dropping off vaccines, and assisting with the vaccine clinics. 
     He spoke about the accident on the 15th and further noted that a gas line had been hit on Morgans Run which required him to notify the DEP 
    Neal Romain, reported the DCAA account balance was $419,626.38 an the DCAA  income for the month to date of  $37,740,20. 
    David King, Clerk of the Works reported the houses on the Smithburg Lot and on Smithton Rd had been torn down and the sites had been cleaned up, Smithburg VFD roof was being replaced, there needed to be some other work down to the VFD building as well as a few trees being removed. 
    There were no Budget Revisions, Exonerations or Probate Orders presented to the Commission. The meeting was adjourned after  the Commissioners paid the bills.
