Doddridge County Commission September 21, 2021 Meeting

A moment of silent prayer was held with the Pledge of Allegiance following. The meeting was called to order at 6:00 PM by Commission President Shawn Glaspell.

Approval of Previous Minutes — With no corrections, minutes were approved by all Commissioners.

Public Comment — No public comments

New Business

A) Commissioner Ronnie Travis made a motion to approve distribution of Donation Funding Requests; all approve to distribute $485,000.00 even.

B) Because Commission President Shawn Glaspell is now teaching school, it is hard to get away on time. Commissioner Clinton Means made a motion to change the meeting times to 4:00 PM for both meetings, all agreed.

C) Brad Riffee from the United Way did not ask for any funding, but wanted to extend his appreciation for all that the Doddridge County Schools for distributing food during the pandemic to children of low income families in Doddridge County. Over the next year, over a half million dollars will be invested in Doddridge County to distribute shelf stable foods to families. Approximately 600 families will be fed. During the pandemic, our bus system was delivering food to low income families across Doddridge County. The grant that provides the food will last a year, bit this program will possibly be extended to continue distributing food.

D) The use of the West Union Grade School gym will be tabled until next meeting.

E) Board of Assessment for October 5, 2021 at 10:00 AM, no motion was needed.

F) David Sponaugle said the meeting in June for The Effects of Emergency Rules was left with much confusion over the wording. They were wondering where the Point of Sale was, at the wellhead or after it has been sent to another state? Oil and Gas companies want to claim Operating Expenses. The Capitalization Rate dropped from 14% to 9%. The cap rate would be multiplied and not divided, could this have been a mistake in the new rules? They did away with the three (3) year average that would have kept it at a constant value. David Sponaugle said he believes the oil and gas values will be down this year.

G) Consideration of Policies and Procedures for COVID-19 public safety measures are good and will stay in place.

Floodplain Permits and Report

George Eidel that permit #21-598 is just to install a handicap ramp. The Governors Proclamation has been sent to the entire Sheriff’s departments as well as being posted to social media. Vaccines have been picked up from Michels Pharmacy. Personal Protection Equipment was delivered to the bus drivers. A new program from Heads Up (now Mask Up) will allow you to join the Health Department to receive a mass text message on any changes. George Eidel met with the CDC on the Greenwood Project to clean up the area.

    As for the tower, on Sunday, all the microwaves were facing each other, by the end of October; the state should be able to turn them on the equipment

OES Report

The was nothing to report at this time.

DCAA Report

Neal Romine passed out the balances for the month to the Commissioners. The account balance for September 2021 was $395,656.86 with total income at $17,516.00. *Neal was wearing an extremely thick mask and I had a hard time hearing him. (None of the other speakers wore a mask while speaking).

Clerk of Works

David King said the houses on Pennsylvania Street and Smithton Road will be demolished between October the 6th and 8th, he is awaiting signed documents to proceed with the old high school and the porch for the blue house on Church Street is finished. The new roof for the Smithburg Fire Department will start the first week of October; work on the new annex has started already with the retaining wall being installed. David King gave the appropriate forms to the City Council that he will be the contact person should something go wrong. David Sponaugle wondered if the Smithburg fire department could use the Smithton house for training before it was demolished. Permission was given.

Budget Revisions

No budget revisions at this time.

Exonerations

Exoneration 866 to be signed, Commissioner Clinton Means made a motion, Commissioner Ronnie Travis seconded, all moved.

Probate Orders

No Probate Orders at this time.

Bills to sign, we left at this time. My watch said 7:10 PM but they left about 7:20 PM.

All Commissioners were present, Catee Slater, Randee Britton, Beth Kellar, legal counsel and a young dark haired girl with glasses and tattoos were also in attendance.
