Doddridge County Commissioners Meet

   On June 15, 2021, the Doddridge County Commission President, Shawn Glaspell, called the Commission Meeting to order at 6:00 pm, after a moment of silence was held and the attendees recited the Pledge of Allegiance. 

   The Commission approved the minutes as presented

   There was nobody signed up for Public Comments but President Glaspell did welcome the new Town Council and Mayor noting one of the new members, Jim Musgrave ,was in attendance of the Commission meeting. 

Under New Business the Commission approved to authorize the TSG SmartSite Agreement for the New Website and Smart Phone Application. 

They were presented with one bid from Mountaineer Builders for the Porch Replacement on the Blue House Annex at the cost of $34,500. The question was raised if the seemingly excessive cost was due to the current pricing of lumber. They answered yes as an earlier estimate came in at @ $24,000 but to delay the repairs until the price dropped could lead to someone being hurt. The Commission Approved this bid. 

The next agenda item was concerning the Opening of the Bids for the Smithburg VFD roof. President Glaspell noted the building was owned by the County. One Bid was received in the amount of $34,525 from Mountaineer Builders. The Commission accepted this bid. 

Discussion was then held of hiring Rusty Nicholson as a full time PSD Overseer for the Blandville Project. The Commission approved this request. 

Jamie Reiser presented a revised budget for the Community Corrections Grant. He noted that the Community Corrections was saving the County between $264,289 and $528,578 in jail fees per year. He indicated  that this year, their Board had approved a budget of $172,038 with the State awarding $52,500, leaving $119,538 for the County to match. The Commissioners approved his request of $119,538 to cover the remaining budget for the Community Corrections program.

The Commission reviewed and approved the grant application in the amount of $84,000 for the JAG Grant for the DC Schools. 

Patricia Harris, Doddridge County Historical Society President requested to go into Executive Session with the Commission and members of the Historical Society only, to discuss the disposition of the Old Columbia Hotel. 

The Commissioners approved going into Executive Session at 6:28PM. Upon returning at 6:48PM, the Commissioners went back into regular session. No decisions were made. 

The Commission approved transferring $170,008.96 from the DCAA Primary Checking to the DCAA FUND and closing the DCAA Primary Checking account. 

George Eidel presented Sherwood Mid-Stream Floodplain Permit, noting this is a renewal for the one temporary parking area. 

He went on to report as OEMS Director: May’s 911 Dispatched Calls, he pick-up the vaccines for the Health Department, he and David King had gone to check the storage problems out at the Health Department, had worked on moving the sheriff’s radio transmitter to a different tower, had one day of Floodplain Training, met with MarkWest/MXLP concerning Project Lifesaver, met with CEC concerning elevating the level of the Greenwood Church out of the Floodplain and removing the parsonage, the od garage and old house from the floodplain. 

He then spoke about the Flooding which took place on the 13th and 14th noting the Ramsey Ridge had been hit again with flooding, Doe Run had flooded, the Humane Society had flooded again and in the middle of the flooding, there was a structure fire.

He noted that at 4PM today, there were 413 homes left in the County without power. 

Neal Romain reported the DCAA had $170,08.95 in their Primary Account and $371,195.20 in checking. The total income to date for the month of June is $22,443.09. 

Romain then requested that on July 1st, the Commission transfers the $25,000 budgeted for the DCAA to repair their parking area to prevent more garage flooding and fix the “craters”. The Commissioners agreed. 

David King, CoW, reported: Extension Office windows are half completed; he had not heard anything about the annex; there had been minor flooding in the basement of the Sheriff’s office and the Magistrate Courtroom Air conditioner had been repaired. 

Beth Kellar, Chief Deputy Clerk, presented one budget revision for the Circuit Clerk to move $2000 from Postage to Maintenance and Repairs.  The budget revision was approvded.
