Salem City Council Regular Meeting Minutes – May 11, 2021

    The Salem City Council held a Regular Meeting on Tuesday, May 11, 2021 at Salem City Hall, 229 West Main Street Salem, WV. 

   Mayor James Robert Samples called the meeting to order at 6:00 pm. All in attendance recited the Pledge of Allegiance to the United States of America. Mayor Samples asked for a volunteer to give the blessing. The blessing was given by Council Member John Golden.

    Mayor Samples called for roll call. 

    PRESENT: Council Member, Isaac Samples, Nancy Siders, John Golden, Shawnette Stout, John Sinnett, City Manager Ronnie Davis and City Attorney Sam Harrold

   ABSENT: Council Member Annette Gibson

   Approval of Meeting Minutes 

   1. A motion was made by Council Member Nancy Siders to approve the Public Hearing Meeting Minutes for April 27, 2021. The motion was seconded by Council Member John Golden. The motion passed by unanimous voice vote. Council Member Sinnett – aye, Council Member Samples – aye, Council Member Siders – aye, Council Member Golden – aye, Council Member Stout – aye, Mayor Samples – aye. 

   2. A motion was made by Council Member Nancy Siders to approve the Regular Meetings Minutes for April 27, 2021. The motion was seconded by Council Member John Golden. The motion passed by unanimous voice vote. Council Member Sinnett – aye, Council Member Samples – aye, Council Member Siders – aye, Council Member Golden – aye, Council Member Stout – aye, Mayor Samples – aye. 

   Resolution Authorizing the Execution and Delivery of a Master Equipment Lease-Purchase Agreement, and Related Instruments, and Determining Other Matters in Connection Therewith. 

   A motion was made by Council Member John Golden to approve this 

resolution and finance $100,000 for 5 years on the 2020 Chevy K3500 4×4  Ambulance. The motion was seconded by Council Member John Sinnett. The motion passed by unanimous voice vote.    Phase II – Wastewater System Project

City Manager Ronnie Davis informed Council Members that E.L. Robinson Engineering Representative Jeff Petry will be at the next meeting to provide Council Members with an update.

   Phase III – Water System Improvement Project 

Region VI Representative Seth Devault presented Council Members with Budget Amendment # 5 for the project. All of the items on this budget amendment have been previously approved by Council Members therefore, Mayor Samples just needed to sign the document. 

   Sidewalk Project : City Manager Ronnie Davis informed Council Members that there was nothing new to report. 

   City Attorney’s Report: City Attorney Sam Harrold requested an Executive Session to discuss current litigation.  

   City Manager’s Report : 1. City Manager Ronnie Davis presented Council Members with the Public Works Report. Mr. Davis reported a 61% water loss for the month of April 2021.  2. City Manager Ronnie Davis opened the sealed bids for the demolition of 191 West Main Street. Bids were as follows:

a. Reclaim Co. – $20,985  

b. Enviroclean LLC – $19,950

c. Feline Excavation and Construction, Inc. – $32,952

d. Lyon’s Excavating & Hauling – Disqualified (Bid was received after 2 pm deadline at 3:18 pm.) 

   A motion was made by Council Member Nancy Siders to accept the bid from Enviroclean, LLC in the amount of $19,950 to demolition 191 West Main Street. The motion was seconded by Council Member Isaac Samples. The motion passed by unanimous voice vote.    3. City Manager Ronnie Davis informed Council Members that he sent the letter to the state regarding the demolition of the Red Barn but hasn’t received any feedback yet.  4.   City Manager Ronnie Davis informed Council Members that he has rented 104 West Main Street to a thrift store, 108 West Main Street to a bakery, and a room in the armory to be used as a studio.  5. City Manager Ronnie Davis informed Council Members that the City has received the deeds to 167 West Main Street and 169 West Main Street. The deed has been sent out to the property owners of 169 ½ West Main Street to sign over to the City however; it has yet to be returned. Once the taxes are cleared these properties can go out to bid. 

   City Clerk’s Report: 1. City Clerk Kayla Nicholas presented Council Members with the financial summary. The General Fund revenues for the month are approximately $49,000 and $1,900,000 year to date. The General Fund expenditures for this month are approximately $27,000 and $1,600,000 year to date. The Water Fund revenue for the month is approximately $12,000 and $433,000 year to date with expenditures for this month at approximately $43,000 and $649,000 year to date. The Sewer Fund revenue for the month is approximately $13,000 and $516,000 year to date with expenditures for the month at approximately $56,000 and $656,000 year to date. The Outstanding Checks total approximately $184,000. The Liability Forecast is approximately $17,000.
