Commission Votes to Change Web Provider

   Shawn Glaspell, President of the DC Commission called the June 1st, 2021 meeting to order at 9:01 a.m. after holding a moment of silence and reciting the Pledge of Allegiance. 

   All Commissioners were present for the meeting with employees, Ast. Prosecutor Betsy Shaw, Chief Deputy Clerk Beth Kellar, Executive Assistant Randee Britton, DCAA Director Neal Romain, COW David King, OEMS/FPM George Eidel, and Deputy Clerk Dianne Swentzel in the place of County Clerk Catee Slater.

   Nobody spoke under Public Comment.

   The minutes from the past meeting were approved as read. 

  Under “TSG – Presentation for TSG Smart Site” Wes Epley and Jy Adams spoke to the Commission concerning setting up a more useable website for the County, which will include cell phone access.  

   President Glaspell noted that one on the Commission probably doesn’t use the current site, whereas another used it sometimes, whereas he uses it often and felt that a more useable site would be more advantageous to the Commission and to the citizens of the County. 

   Epley explained that additions to the site could be made easily and  that technicians would be available to assist in building and maintaining the site. Plus, with it being a smart site, information can be accessed on many social media sites. 

   He was asked where the center was located and the location of the back up center. He indicated the Center was in Pittsburgh, with offices in Tridelphia and back up in Cincinnati, OH and noted the two systems were far enough apart for the back up, in times of emergency, to stay up and running. 

   The costs were comparative to the old website, but it seemed to offer more assistance for the County personnel when needed and a clearer path for access for those using it.  

   The set-up cost was quoted to be $14,682, with yearly fees of $2,232 to cover hosting, licensing and quarterly maintenance, and monthly charges between $234 to $780 for additional support. 

   The Commission approved moving forward with the new smart website. 

   911 Addressing and Mapping presented Woodland Drive for the second reading, which was approved by the Commissioners. 

   David Sponaugle, Assessor, presented the Commission with the Oaths of the Commission for the Real and Personal Property Tax Books for the Commission’s approval and signature, which was approved and completed. 

   The Commission approved the Funding Requests as presented. See Page 9 for the list.

   Beth Kellar requested the Commission’s approval to transfer the remaining 20/21 funds in the account #698 to Capital Reserves, a savings account, instead of laying it over to the General Fund. Her request was granted. 

   David Sponaugle, Assessor, presented 2 tracts of land totaling 1.7 Acres, owned by Velma Barr, for the Commission’s approval to consolidate tax tickets. Her request was approved.

   The Trustees for the Doddridge County Library requested to extend for 5 years Brenda Underwood as a Board Member. This request was approved. 

   George Eidel, OEMS Director, speaking for Debbie Davis, DC Health Department Director, requested the Commission find more room for the Health Department to use. He indicated the State has required for the Health Department to hire four more nurses and store numerous items for the PPE used for COVID-19. Currently they are storing items for PPE in the crawl space. The Commission directed COW David King to evaluate what is needed and to check into the space that was available in other properties owned by the Commission. They also directed him to check to see if the adjoining property may be up for sale. 

   Eidel went on to report there were no new Floodplain Permits to be presented. As OEMS Director, he is still participating in weekly meetings with the state; there had been an accident with 2 fatalities at Sunnyside and Greenwood. He had also met with the Greenwood Church and is discussing raising the level of the church and the removal of old buildings against the church. He indicated that a Flood Mitigation Grant could be used for this purpose. 

   He went on to inform the Commission that he had inspected a new mobile home lot on Meathouse Fork Road; the state would like for the Health Department to set up a Mobile Unit; that he had checked into tower sites in West Union and found that both sites would require a lease agreement with payment; and that on June 10, 2021, Roland Kniceley will demonstrate the Project Lifesavers equipment. 

   Neal Romain reported the DCAA “Primary” account Balance is $169,640.76; the “Fund” Balance is $355,230.90; and the DCAA Income for the month of May was $89,316.50. He also reported they would be closing the Primary Account down in the future and requested the Commissioners reserve the funds designated to repair the parking lot drainage and surface to the next fiscal year. He indicated the drain is set higher than the garage which causes heavy rain to drain into the garage. 

   David King, COW, reported both the Sheriff’s Office and Magistrate Office’s air conditioners had been repaired and the bids were already advertised for the porch on the Blue House and the roof of the Smithburg VFD. 

   Beth Kellar reported there were two budget revisions which were approved. The In-house revision moved $700. From Transportation to Elections where the State Revisions were to the County Clerk’s Office, Prosecuting Attorney’s; the Extension Office and Law Enforcement, for correcting small payroll issues. 

   There was one Exoneration in the amount of $295 and six Probate Orders approved.
