Commission Approves Grant Funding Application

   Shawn Glaspell, President of the Doddridge County Commission called a Special Meeting of the County Commission to order at 4:01 PM on March 30, 2021.  All Commissioners were in attendance, along with County Clerk Catee Slater,  Beth Kellar Chief Deputy, Randee Britton Executive Secretary,  and David King COW.

   Brad Riffee, Director of United Way presented the Community Development Block Grant (CDBG) Application for the Commission’s review and approval. 

   The County Commission, DC Schools and United Way have worked together to make an application for a community wide grant through COVID-19 response in the amount of $498,582.  If awarded, this grant is to be used to provide a food source for those with moderate and low incomes in Doddridge County. United Way will receive nothing from this grant. 

   Riffee requested for the Commission to approve for the Commission President to sign the Grant Application.  His request was approved unanimously with Commissioner Shawn Glaspell signing the application. 

   Under Review and award bid for window replacement at the Extension Office, the Commissioners noted that most people do not realize this building belongs to the Commission. 

   Upon inspection, it was found that new windows were needed along with soffit and gutter repair. COW David King also stated that other work needed to be completed. 

    King had divided the job into the window replacement and the soffit and  gutter repair. He took bids from two Contractors, Mountaineer Builders and Triple H. 

   For replacement of the windows with Wincore 5800 windows, Mountaineer Builders bid $15,250 with Triple H bidding $24,865.66. The Commissioners approved the bid from Mountaineer Builders. 

   Mountaineer Builders bid 5,800 for the soffit and gutter work with Triple H bidding $11,800.47. The Commissioners approved Mountaineer Builders bid. 

   King  later reported that for the Commissioners, he had requested an estimate from Empire Builders to tear down the Old DCHS and the Old Hotel. Empire came in with an estimate of $90,000 for tearing down the Old Hotel and $500,000 to tear down the Old DCHS. 

   Beth Kellar presented two Budget revisions for the Commission’s approval. The In-House revision was to transfer $10,000 from the Commission’s account to Utilities. 

   The State Budget Revision was to move from the Commission’s, the Transfer Account, Sheriff’s, and County Clerk’s Budget for combined total of $186,064. This money was moved  to the County Clerk ($69,416), Parks & Recreation ($69,000), and Sheriff’s ($47,648) budgets.  

The Commissioners approved this budget revisions and adjourned the meeting.
