Commission Meeting

   Shawn Glaspell, President of the Doddridge County Commission called the Commission meeting to order on February 16, 2021, at 6:00 PM in the Commission Meeting Room. 

   The Commissioners approved the minutes to the past meetings as presented and read. 

   Under Public Comments the Commissioners thanked those who were attending and indicated they needed to move forward with the meeting due to the road conditions. 

   Dana Powell was to give a presentation concerning Learning Options, Inc. She was not present so this item was tabled. 

   Brad Riffee, United Way – requested the Commission approve the 211 Proclamation as presented. Riffee explained the 211 program which had been handled in the past by contractors, has been taken over across the state by United Way. It provides a one stop call for those who are in need of different resources such as Doctor’s names, food banks, shelter, and other information pertaining to living that one may need. The Commission approved and signed the Proclamation. 

   Riffee to report that the United Way was working on submitting an application for the Community Development Block Grant. This grant is limited up to $500,000 and is specifically to be used for COVID-19 relief. They feel they are going to focus on food and PPE. He noted the first hearing had been held and the second one has been scheduled. 

   The Doddridge County  Deputy Sheriff Commission was to present to the Commission an updated Deputy Sheriff manual.  This was tabled due to the Deputy Sheriff’s Commissioners not being present. 

   Jamie Rieser, DRC, presented the Commission with the 21/22 Community Corrections Budget. The budget for the new year is projected to be $195,811 which is $5000 more than last year. This additional costs were primarily directed towards the amount of PPE being used. The 20% Grant from the state should equal to around $156,650 leaving the Commission’s share at around $39,161. The Commission approved to pledge the $195,811 for the Community Corrections Program.    

   Jennifer Wilt and Cathy  Trent from the DC PSD requested the Commission to go into Executive session at 6:19 to discuss an increase in employee compensation for continued certification . The Commission returned to regular session at 6:40PM and made the motion to raise the pay of  Rusty Nicholson in the amount of $1.25 per hour. 

   Beth Kellar, Chief Deputy Clerk presented the 2017 Financial Statement for publication. The Commission approved her request. 

   The Commission tabled changing the website provider. 

   The Commission also tabled the purchase of a Victory Cordless Electrostatic Back-pack sprayer for COVID Mitigation. Glaspell noted that the Assessor’s office had already purchased one and that the Commissioners agreed to provide the solution to use in it. 

   Shawn Glaspell recused himself and Commissioners Travis and Means then considered the request of consolidation of adjoining land tracts for Shawn Glaspell.  The Commissioners Means and Travis approved his request. Glaspell noted that this would decrease the number of tax tickets that he would receive per year. 

   Budget Workshop dates were set by the Commission and are to be held March 8th, 11th, 16th, 18th, and 23rd at 4PM. 

   Policies and Procedures for Covid-19 Safety Measures were discussed without change. Glaspell asked when the records rooms would be open again to which the Clerk reminded him that the courthouse employees have not been given the vaccine yet. They decided to keep the records rooms closed for another month. 

   George Eidel, FPM, presented 3 Floodplain Permits for approval. #21-586, Hummingbird Drive for a structure, #21-587, Hummingbird Drive for a structure and#21 -588 Sam Cavins Rd for two slip repairs. 

   He then reported as the OEMS Director Activities for the month of February to date have been: Weekly Zoom meetings for OEMS; House fire on the 9th; and he has been assisting with vaccination clinics at the County and State level; 

   Neal Romain, Director DCAA, provided the DCAA financial report which was given by Glaspell: $160,669,18 balance in the Primary Account;  $307,168,22 balance in THE FUND and Income of $10,961.09 for the month of February to date. 

   David King, Clerk of the Works was not in attendance.

   At 7:00PM the Commissioners adjourned to meet as the Board of Equalization and Review. David Sponaugle presented three tax appeal to the Commission. One was for an increase in taxes for surface property, the second for excessive increase in managed timber properties and the third for a mineral tract. 

   The surface and timber lands were tabled until Sponaugle could speak with the Tax Office. The Mineral tract is to be held until the BOE&R meet again in October. 

   There was one in-house budget revision for the PSD from Fuel to Training and Education. State budget Revisions included: $20,000 from the County Commission account to Treasurer’s Account for Advertising and $8,000 form the County Commissioner’s to Treasurer’s account for contracted services. The third State Revision was to transfer $16,179 to the Prosecutor’s budget from the County Commission’s. All Revisions were approved. 

   There were three Exonerations and no Probate Orders  presented.
