REGULAR MEETING

January 11, 2021

Lions Club Building, West Union, WV 26456

   Meeting was called to order by Mayor James D. Friend @ 6:00 PM.  

   Present:  Mayor James Friend, Council Members:  Mark Younkin, Myla Thorpe, Colby Jett and John Barker.  Recorder:  Melody Gray.  Amberly Taylor, City Clerk, Douglas Cox, Water & Sewer, Chris Garner, City Police Department

   Guests:  Sheena Hunt, Jim and Rose Musgrave 

   Prayer:  A moment of silence was observed.

   Pledge:  Led by Mayor Friend.  

   Approval of Minutes:  Myla said on the reimbursement of weed eater repair for Roger Nicholson, she voted against it. Told her I would change it in the minutes from December.  Mark Younkin made a motion to approve the minutes.  John Barker seconded the motion. Unanimous approval.   

   Approval of Invoices:  Myla Thorpe asked if we were alarmed about how low our funds were.  Amberly said yes but was expecting a payment from the jail.  Mark Younkin made a motion to approve the invoices.  John Barker seconded the motion.  Unanimous approval.   

   Police Report:  There were 48 incidents reported.  Yearly total was 550 separate incidents.  Revenue collected:  $33,000 and there is still $32,991.75 still outstanding.       

   Public Comment: None

   Delegations: Region VI – Sheena Hunt:  Sheena Hunt had requisition # 43 for a total of $2196.55 for approval.  Mark Younkin made a motion to approve Requisition #43.  Colby Jett seconded the motion.  Unanimous approval  

   Sheena reached out to the Attorney regarding the property issue.  She hasn’t received a response yet. 

   New Business: 1% sales tax:  Attorneys has been contacted.  Mark Younkin doesn’t like the idea of the 1% sale tax.  He doesn’t think that the customers in the county should have to pay if the business owners don’t 

pay their share.  Jim Musgrave said he was always for the 1% tax.  Mark and Jim had a discussion on what was discussed in the Revenue committee meetings.  Most Towns now have both B&O and the 1% sales tax.  Mayor Friend said the Town needs to have revenue coming in.  Mayor Friend said they would not ask the Commission for anymore money.  Myla Thorpe asked if they can put it on the ballot.  Nobody was sure if that could be done.  Mark Younkin thinks if we have the increase in sale tax we need to have the B&O Tax also.  Mark Younkin made a motion to bind the B&O and 1% sale tax together and have an informational meeting about it.  Myla seconded the motion.  3 voted for and 1 against.  Motion carried.   Jim Musgrave said maybe the Town needs to raise the Business License Fee.  

   Pintle hitch trailer to haul excavator:  The dump truck is being used to haul sledge.  The lowest bid was from American Trailer.  Mark Younkin made a motion to go with American Trailer.  John Barker seconded the motion.  Unanimous approval. 

motion to reimburse the $130.36.  John Barker seconded the motion.  Unanimous approval. 

   Mark Younkin made a motion to go into Executive Session @ 6:42 PM.  John Barker seconded the motion.  Unanimous approval.

   Colby Jett made a motion to come out of Executive Session @ 6:52 PM.  John Barker Seconded the motion.  Unanimous approval

Employee:  Maintenance Supervisor – Pay:  Mark Younkin made a motion to give the maintenance supervisor a $1.00/hour pay increase.     Colby Jett seconded the motion.  Unanimous approval. 

   Colby Jett made a motion to adjourn the meeting.  John Barker seconded the motion.  Unanimous approval.
