Commission Approves Hire of New Assistant Prosecutor

    On February 2, 2021, Shawn Glaspell, President of the Doddridge County Commission called the Commission meeting to order at 9:05AM after holding a brief silent prayer and reciting the Pledge. 

   The minutes from the previous meeting were approved as presented. 

   Each of the Commissioners briefly made statements during Public Comment.  Means  thanked those who came out for the meeting and stated the COVID Tests and Vaccination in the State were going good; Travis echoed the thanks and indicated he knew when it was time for the Commission to begin handing out money  indiating those in attendance was mostly there to request funds, and Glaspell noting that he would try to get through the meeting quickly due to having a Board of Equalization and Review meeting at 10:00 am. 

   Prosecuting Attorney Brooke Knight Fitzgerald requested that the Commission go into Executive Session at 9:07AM which was approved by the Commissioners. They returned to regular meeting at 9:16. Glaspell made the motion with Means seconding, to employ Johanna Shumate as an Assistant Prosecutor. Ms. Shumate has been a defense attorney for Harrison County and graduated from WVU Law School apx. 5 years ago.  

   Sheriff Clinton Boring presented a request to the Commissioners to purchase a Sheriff’s Law Enforcement vehicle. He presented an estimate of $47,038 for the truck with the communications installed to the Commission. He indicated the Sheriff’s budget could cover $15,000 of the cost and added that he has placed three of the other Department’s vehicles on the government online auction sale. The Commission approved giving the Department up to $40,000 towards the vehicle with the Department to expend their $15,000 and the proceeds from the auction to be given back to the Commission. 

   The agenda item, DC PSD consideration to increase in their employee compensation for continuing education was tabled until the next meeting. 

   The next agenda item Consideration to purchase a Victory Cordless Electrostatic Backpack Sprayer for COVID-19 Mitigation was also tabled until Randee Britton was present. 

   Randall Bonnell presented an application to consolidate two adjoining land parcels for tax purposes . His request was approved. 

   George Eidel presented a request to purchase two, electronic portable signs at the cost of $7,300 each to be placed on the road sides  during testing days, vaccination days or when there are other times they are needed. Discussion on funding his request was held. He indicated that COVID funds could be possibly used.  

   He was asked if these signs needed to be approved by the State Road and if so will he have the State Road’s approval prior to them being ordered. He responded that these would be used more on site than on a roadway, to direct people. The Commission approved his request. 

   Under Consideration of Policy and Procedures for COVID-19 Public Safety Measures the Commission, the Commissioners took no action to add to the Policy and Procedures. 

   As Flood Plain  Manager, Eidel presented to the Commission one new Floodplain Permit # 21-585, located on 1835 Central Station Road, for slip repair by EQM Gathering. 

   As OEMS Director Eidel reported:  the 911 Run Totals; Emergency Management meetings are being held weekly as well as State meetings. He indicated that he has been going out into the County a few times a month which has resulted in Enforcement Letters being sent out to those with junk or are building in the Floodplain; that he had assisted with an electrical fire in a house and the vaccination clinics. 

   Neal Romain, Director DCAA  was not present to give the DCAA financial reports. 

   David King, (CoW) reported that he had completed little jobs; the locks had been replaced on the doors, there is a problem with the heat in one of the rooms at the old WUGS; heat pump problems at the Museum which will cause the new heat pump unit to be replaced; and they were working on the Prosecutor’s shelves.  

     There were three Exonerations, no Budget revisions and no Probate.
