Town of West Union Regular Meeting

Meeting was called to order by Mayor James D. Friend @ 6:03 PM.

Present: Mayor James Friend, Council Members: Mark Younkin, Myla Thorpe, Colby Jett and John Barker. Recorder: Melody Gray. Amberly Taylor, City Clerk, Douglas Cox, Water & Sewer, Chris Garner and Brandon Smith, City Police Department.

Guests: Sheena Hunt, Jennifer Wilt, Jerry Chio and Roger Nicholson

Prayer: A moment of silence was observed.

Pledge: Led by Mayor Friend.

Approval of Minutes: Mark Younkin made a motion to approve the November minutes. John Barker seconded the motion. Unanimous approval.

Approval of Invoices: Myla Thorpe had some questions. On the Horner Brothers invoice. Amberly said it was where they checked the lines. On the Payne Trucking invoice. Amberly said they ordered stone off them because they can no longer get it at the DOH with the Covid Guidelines. Ms Thorpe also asked if they have ordered any Hydrants yet. They have ordered one so far. Mark Yonkin made a motion to approve the invoices. John Barker seconded the motion. Unanimous approval. 

Police Report: There were 55 incidents reported. They have been issuing tickets and also working on some other issues around town.

Public Comment: None

Delegations: Region VI- Sheena Hunt: Sheena Hunt had requisition #42  for a total of $1432.29 for approval. Myle Thorpe made the motion to approve Requisition #42. John Barker seconded the motion. Unanimous approval. 

CEC Agreement:  The agreement needs approved and signed so they can start working on it.  Mark Younkin made a motion to approve the agreement with CEC.  Colby Jett seconded the motion.  Unanimous approval. 

New Business:

Building Inspector – Jerry Chio:  Mayor Friend drove Mr. Chio around the Town to look at buildings.  Myla Thorpe asked if this pertains to the Nuisance Ordinance.  The Mayor said it did.  He would look at health hazards, fire hazards and etc.  They also spoke with Mr. Travis.  This will be a part time thing as needed.  It would be $30 an hour to start.

Younkin made a motion to approve using Mr. Chio as the Town’s Building Inspector.  John Barker seconded the motion.  All in favor – 3.  Against – 1.  Motion carried.  

Sheriff’s Magical Christmas: The Town usually gives the Sheriff’s Department $500 for their Magical Christmas.  They are dealing with 40 children this year.  Myla Thorpe made a motion to approve giving the Sheriff’s Department $500 again this year.  Colby Jett seconded the motion.  Unanimous approval. 

Doddridge Co. PSD – Oxford Line:  Question on how it was funded.  Grants and County Commission.  The Mayor said 16 or our customers would be taken off our lines.  Lawyer said if the line is ours, we can give away the line.  Also, it may be a problem with not getting a new plant like we need.  Ms. Wilt asked if the Council could make a motion to get both Attorneys involved.  Mark Younkin made a motion to get the Attorneys involved.  Need something to say which is best for all.  Colby Jett seconded the motion.  For the motion – 3.  Against the motion – 1.  Motion carried. 

Old Business:  

Roger Nicholson – Weed Eater repair:  Mr. Nicholson brought in his receipt where he got the weed eater fixed.  It was for $130.36.  He was using the weed eater and stepped on a manhole cover that may have not been put back on correctly and fell and broke the weed eater.  Mark Younkin made a motion to reimburse the $130.36.  John Barker seconded the motion.  Myla Thorpe voted against. Vote past 3 to 1. 

Sealed Bids – 2010 Crown Vic:  The bid for the Crown Vic was $1500.  Myla Thorpe abstained from voting due to it being a relative.   John Barker made a motion to approve the bid for the Crown Vic.  Colby Jett seconded the motion.  3 voted for it.  1 abstained.  Motion carried.  

Employee:

Employee Incentives:  Incentive of $250.00 same as last year.  Mark Younkin made a motion to approved the incentive.  Colby Jett seconded the motion.  Unanimous approval.  

   Colby Jett made a motion to adjourn the meeting.  John Barker seconded the motion.  Unanimous approval.
