DC Commission Holds Organizational Meeting

   On January 5, 2021, at 9:01 AM the Doddridge County Commission opened their first meeting of the year. 

   All members were present and after holding a silent prayer, reciting the Pledge of Allegiance Sheriff Clinton Boring called the meeting to order by moving item 6A “ Appoint the President for 2021” to the top of the agenda. The Commissioners indicated that Shawn Glaspell was elected as President and Sheriff Boring then swore Glaspell in as Commission President for 2021. 

   Glaspell  then moved back to Item 4 “Approval of Previous Meeting Minutes,  which were approved and asked if any of the Commissioners had anything to say. All welcomed those who were in attendance, thanked the attendees for coming and wished everyone a better 2021. 

   Glaspell thanked those who assisted with the vaccination of the 80+ year olds on December 31 and January 4,  stating the DCAA, DC EMS, George Eidel and various County VFD’s had volunteered their assistance. 

   Greg Cottrill, Director of the DC Parks, spoke on behalf of the up coming Special Election reminding those in attendance that the dollars raised by the Levy creates many positive things for the County, more benefits than you are paying for. 

   Mr. Jason McKinney asked why the Levy couldn’t be broken down to where each agency was voted for/or against. The Commission and Mr. Cottrill indicated this was the way it had always been done. The Commissioners indicated they would look into this. 

   The Committee Appointments approved included: Shawn Glaspell was appointed to Central Communications Inc, Community Corrections 

and North Central Road Caucus; Ronnie Travis was appointed to the WVU Extension Service, DC Fire and Rescue Board, Community Corrections Board, DC Economic Development Authority, with Clinton Means being appointed to Region IV Planning and Development Council, Community Resources, Region IV Workforce Dev. Board, Central Communications, Inc., Community Corrections Board, LEPC, Solid Waste Authority, Benedum Airport Authority,  and the DC Board of Health. 

   Assessor David Sponaugle, County Clerk Catee Slater and Commissioner Ronnie Travis took the Oath for their respective offices.

   Moving on the Commissioners voted to continue with the same Courthouse hours (8:30 to 4PM) and the same meeting days (1st Tuesday of the month at 9:00AM and 3rd Tuesdays of the month at 6:00 PM).

   They approved adopting Roberts Rules of Order for small boards and decided to continue with the posting of their meetings on the Courthouse door 3 days prior to a Regular meeting and 2 days prior for Special meetings. . 

   Assessor David Sponaugle requested to approve changes in the 2021 taxes until the Board of Equalization and Review meets. The Commission approved his request.

   They approved creating a State Fund and Account for Direct Deposits clearing accounts, approved the Item 6m Global Science and Technology Contract, “DCAA – Consideration of Personnel Changes was tabled until the end of the meeting when the Commissioners went into Executive Session.

   Neal Romain, DCAA, presented three names for hire that were approve by the Commission.

   Under COVID -19 Policies & Procedures Discussion was held concerning people being seen in the Courthouse without masks and what to do if someone in the Courthouse caught COVID-19. The Commissioners were asked if they had done or planned to do a deep cleaning in the Courthouse. They did not but David King, Clerk of the Works was asked to check into this matter. 

   At this point Sheriff Boring took the floor to “Request Approval for New Hire in the Law Enforcement” and requested to go into Executive Session. The Commissioners retired to Executive Session from 9:37AM to 10:35AM. Upon returning, Sheriff Boring requested the hiring of Mary Cass for the open position of Secretary, which was approved by the Commission. The Commission took no action concerning the hiring of any new personnel. 

   George Eidel, Floodplain Manager reported there were no new permits filed. He went on as OEMS Director and reported his activities as Assisting with COVID Vaccine on December 31 and January 4th,,  and he had completed the Threat and Hazard Assessment. 

   Neal Romain, Director of the DCAA reported: the Primary account balance is $152,144.32; The Fund balance is $322,376.40 and Income for the month of December 2020 was $37,454.54. 

   There were no Exonerations and one in house budget change where Sheriff Boring requested moving $27,600+/- from K-9 Unit to the Law Enforcement budget. The Commissioners approved his request. 

   The Commission approved Probates as presented and then went back into Executive Session for “DCAA – Consideration of Personnel” Changes at 10:40AM.
