DC Commission Meeting

   The Doddridge County Commission held a regular meeting on Tuesday, December 15, 2020, 6:00 P.M. at the Doddridge County Courthouse.

   The meeting was called to order by Ronnie Travis, President at 6:01 after reciting the Pledge and holding a silent prayer.

   Other Officials present included: Commissioners Shawn Glaspell and Clinton Means, County Clerk Lorena “Catee” Slater, Beth Kellar, Chief Deputy Clerk, Randee Britton, Executive Assistant and Assessor David Sponaugle.

   The Commissioners Approved the Previous Meeting Minutes as presented 

   Under Public Comments DC Park Director, Greg Cottrill presented the Commission ans the attendees a  flyer describing the various trails that are now open to the public at the Park, along with a map that indicated the location of the 6.2 miles of  trails that are in the Park boundaries. 

   Ora, Ash, DC Health Department Board spoke to the Commission all that the Health Department is doing in the Community and  their need to be supported in the up coming Levy. He went on to say that today, the health professionals were receiving their COVID vaccinations and he was concerned that the staff is working too hard and will face burn-out. 

    Glaspell spoke concerning the length of time it takes for the contact Tracing and Means spoke to this seeming like it was never ending. Travis spoke in support of those who had spoken and then wished everyone a Merry Christmas before moving ahead with the meeting. 

   Jim Martin from CityNet gave a power point presentation that showed the advancement of the backbone of the new internet that is currently being installed. He indicated this project began as a line of site, wireless service and with the grants that have been given and joining up with the fiber Optic line becoming available,  this project will now be able to offer hard wire internet service to more people in the county at the cost of between $40 and $80. He estimates the first part of the project to be up and running after the first of the year. 

   Jennifer Wilt, DC PSD, updated the Commission on the Blandville Waterline project, noting all of the process was completed and the bids should be going out in 3 weeks. Once 80% of the line is completed, she then can apply for the Certificate of Completion which will allow the PSD to move forward with the Oxford Line. 

   At Ms. Wilt’s request, the Commission approved to Designate DCEDA as the Lead Economic Development Authority for Doddridge County.

   Don Cumpston, representing the DC Sheriff’s Civil Service Board presented a request to the Commission to change the Personnel Manuel for the Deputies to add to the Status of Deputies 2 years — Senior Deputy; 4 Years Deputy 1st Class, 6 Years Corporal, using the process for advancement based on 50% of the evaluation, 20% Seniority, 20% Performance Appraisal and 10% Education; adding points for education at 6% Associate Degree or Military experience, 8% Bachelors Degree and 10% Masters Degree.    

   The Commission then Approved Resolution and Authorized President to Sign Contract for JAG Grant Award

   At the request of David Sponaugle, Assessor the Commission set the dates of January 29th at 4PM; February 2nd at 10AM; February 8, 2021 at 4PM; February 12, 2021 at 4PM; February 16, 2021 at 10AM; and February 22, 2021 at 4PMthe 2021 for the Board of Review and Equalization Meetings.

 

 The DCAA presented bids for two automated CPR Devices at the cost of $14,220.00 for the review of the Commission.  The Commission approved the bid. 

   Under the agenda item, “Consideration of Policies and Procedures for COVID-19 Public Safety Measures” the Commission  took no action. 

George Eidel reported there were no Floodplain Permits 

   He then gave the 911 Run Report and the OES Report of activities noting: he had attended meetings via the internet; he assisted the National Guard with COVID testing; there had been one structure fire with a fatality; two inmates had died at the  NCRJ; and that he had attended FEMA training via the internet.

    Neal Romain presented the Commission with the DCAA Financial Report which stated: The Primary Checking had a balance of $148,522.21; The FUND balance is $312,800.99 and the income for December to date is $19,036.20

   There was no Clerk of the Word Report, Budget Revisions, Exonerations and Probates presented. 

    AT 7:43PM the Commission went into executive session concerning DCAA Employees.
