Biometric Body Thermometer

 The Doddridge County Commission President Ronnie Travis, called the Regular Meeting of the DC Commission at 6:01 PM on November 17, 2020 after holding a moment of silence and reciting the Pledge of Allegiance. 

   The minutes from the past meeting were approved as presented by Catee Slater, County Clerk.

    Brad Riffee of the United Way, briefly spoke to the Commission concerning a grant that United Way had applied for to assist those in Doddridge County having hardship due to COVID. The Grant was not approved but he noted that he expects another Grant to become available within the next ninety days. He also praised the Non Profits within the County, stating that they were doing a great job assisting those who are in need. 

   Greg Cottrill, Park Director, brought the new signage for the trails at the park to show the Commission,. These signs have been placed at the Park and were paid for through a Grant.

   Zona Hutson, DC 4-H Extension Agent, spoke briefly to the Commission concerning the Special Levy Election to be held in January. She noted that each of the organizations that will be served by the Levy are beginning to get the word out concerning the election. She noted that she had spoken to the Government and Civics Class at DCHS encouraging them to register to vote then vote for the Levy. Other actions they have taken include the placing of yard signs in support of the Levy; have been placing information on social media and will be doing a question ad answer session with the media and a live feed.

    Under New Business the Commissioners first Agenda Item was  “Small Town Security – Demonstration of Temperature Detector”.  This agenda item stemmed back to the last meeting where Commissioner Glaspell had spoken briefly about an automatic temperature gauge that would alert the guards if someone is  running a temperature and possibly be carrying COVID-19.  

   The representative for the Biometric Body Thermometer (BBT) went on to say that it records and stores people’s picture and temperature and can print these records if there is a need to contact trace if a person who has been tested positive for COVID has been temperature checked.  This multi use machine also allows for facial recognition (employees and such) and dispenses hand sanitizer. The cost for this machine is $2750, including set up, and the Commissioners approved this purchase. 

   While speaking about the BBT the Commissioners went on to talk about the restrictions already in place at the Courthouse and questioned the staff if any more were needed. They noted the records rooms are closed to the public and felt that what they were doing was working.

   Ali Chickis, from Liberty National, an insurance company, presented a brief description of the types and prices of their insurance. This would be an add on insurance paid for by the employees. The Commission gave her permission to speak with the employees. 

   Greg Cottrill, DC Park Director presented the names of Paula Ash, Jeremy Bails and Tim Bowen to serve for another three years as Park Board Members. His nominations were approved. 

   There were no new Floodplain Permit request reported by George Eidel. Under OEMS Eidel reported as activities for the past two weeks: There was a structure fire with the house being a total loss; The inflatables purchased had been taken out and cleaned; he participated in emergency managers meeting; the football field dam had been inspected but the report is not completed and the Tower is installed leaving the wire hook ups to be completed. 

   Neal Romain, DCAA reported there is $ 133,567.91 in the Primary Account, $328,680.55 in The Fund and Income for the month is $48,235.23

   COW, David King Reported: The Annex Bids are due in on Thursday, there will be a bid review and on December 1st, they will be presented for the Commission to decide who will receive the bid approval. 

   There were no Exonerations. 

   Under Budget Revisions there were two. First, an in-house revision of the Prosecutor’s Office Budget moving $2500 for Training to Equipment and a State Revision from the County Commission Budget to County Clerk’s Equipment Budget of $2091.00.
