Commission Holds Short Meeting

After holding a moment of silence and reciting the Pledge, the Doddridge County Commission’s Regular Monthly meeting was called to order on November 5, 2020 at 4:01 PM by Ronnie Travis President. This meeting date and time had been rescheduled due to their regular date being on Election Day. 

   The minutes of a past meeting were approved as presented. 

   Under Public Comments Commissioner Means spoke about the beautiful weather ; Commissioner Glaspell thanked those who were in attendance and President Travis also thanked those for attending and thanked all who turned out to vote and all of the other workers for their hard work associated with the Election. 

   Under new business, “Issue Decision for Board of Assessment Appeals Protests, Commissioner Glaspell made the motion to decline all of the Appeals. President Travis questioned if each Appeal needed to be voted on separately and was told it was not necessary. The motion was approved as stated by Commissioner Glaspell. 

   The Assessor, David Sponaugle later indicated that by his records  those whose Appeals were denied included: Richard Lancaster, Sharon Flatley, Demetrius Travis and Richard Armstrong. 

   Under the Policies and Procedures for COVID, the Commission agreed to continue with the former plan; to keep the records rooms closed until the 17th; and to discuss the purchase of the pedestal  Facial Recognition/Thermometer for $2,700 at their next meeting. 

   George Eidel reported there were no new Floodplain Permits.

   Eidel went on as OEM Director to give the 911 Center Report; announce that if the County goes back into Gold, Orange or Red, the Governor has stated there will be mandatory testing for Covid. When asked did this mean that citizens were required to be tested he responded with “No”. He went on to say that it meant that testing sites would be required to be set up and that volunteers would be needed.

   Cody Joe of the DCAA Reported the Primary Account balance is $130,810.13; The FUND balance was $337,434.29 and the DCAA’s Income for October was $29,908.43. 

   David King, Clerk of the Works reported: The Annex pre-bid meeting had takenplace and 16 companies were in attendance; The bids are due in on the 19th and 2/3 of the companies were from Pittsburgh; there were numerous small repairs such as repairing plaster and painting the needed to be completed and he was working on those; Brook Knight Fitzgerald, Prosecutor needed shelves built in her office storage area; a window was broken by high winds and repaired with plexiglass at the Sheriff’s office building and the voting machines have been returned to storage. 

   There were no Budget Revisions or Exonerations. 

   Probate Orders were approved and signed.

   President Travis announced that the meeting, except for bill paying was completed around 4:25PM.
